The Chair called the meeting to order at 3:00 p.m. in City Hall.

3. Tenant Report -

Mr. Emshoff reported hangar availability, occupancy, and other data as follows:

The following concerns were expressed with the standard lease form recently sent to
tenants: 1) the form appears to be different from the one prepared by the lease committee;
2) language needs softening to be more customer friendly; 3) except in emergency situations,
the City should not do random or routine inspections, or enter hangars without notification to
tenants; and 4) language in item 6 is repeated in items 9 and 12. Mr. Bahnick and Mr.
Carassas stated the form is the same as the marked-up version prepared by the lease
committee, with minor changes in three areas for legal conformance with the FBO’s master
lease agreement with the City. Members and staff agreed the City should not enter hangars
without notice to lessees. Staff was requested to provide copies of the executed FBO lease,
the hangar lease form, and the marked-up version of the hangar lease form prepared by the
lease committee. Authority members were requested to review the documents for discussion
at the next meeting.
4. FAA Funding

Mr. Bahnick reported what is needed to qualify for AIP (Airport Improvement Program)
funding. He will meet with FAA officials to ensure avenues of federal funding are not
overlooked, particularly for non-revenue generating items. He stated the FAA was impressed
Clearwater Airpark has a master plan. One member expressed concern with the piecemeal
manner in which the master plan is being addressed, stressing the need to coordinate efforts
among the interested parties. Discussion ensued regarding the need to focus on updating the
plan now to address the airpark’s immediate and long term needs.
Mr. Bahnick reported a proposed first quarter budget amendment will be submitted for
$300,000 to build a new terminal. If approved, the City Management Team would like to see
construction begin within one year, incorporating features needed for a multiple use facility to
draw more public interest.
5. Civil Air Patrol (CAP) Update
Mr. Bahnick submitted a December 17 letter recapping discussions in early December
among himself, City Manager Roberto, Rich Baier, and John Atanasio regarding the CAP land
proposal. Mr. Atanasio, CAP Squadron Commander, related details of meetings with the City
administration. He expressed concern the letter is not clear regarding the City’s intentions. He
requested clarification whether or not CAP is going to be allowed to use the land. Consensus
of the Authority was that the intent of the letter was to authorize the requested use and begin
negotiations regarding the terms. Mr. Atanasio expressed concern the December 17 letter was
not delivered until today. Brief discussion ensued regarding location and ownership of the
parcel in question.
6. Air Tour with the City Manager
Mr. Bahnick reported the tour was moved to February 12, 1998, 2:00 to 4:00 p.m. City
Manager Mike Roberto, Assistant City Manager Rick Hedrick, Rich Baier, Kathy Rabon and
Glen Bahnick are scheduled to attend, with Rick Emshoff piloting.
7. Clearwater Airpark Web Page
Mr. Bahnick reported a separate listing for Clearwater Airpark has been added to the City’s
Internet web page. Route maps can be printed from the website and traffic patterns are
included. He encouraged use and feedback regarding the site.
8. Runway/Taxiway Lights
Mr. Bahnick reported the current project is ready to submit to DOT. He will meet with
Mr. Blair of the FAA next week to discuss whether the project qualifies for FAA funding. Wiring
will be sized appropriately for future expansion. Following up on past discussion, it was
indicated transformers are not necessary unless specifications call for variable intensity
lighting.

9. Airpark Infrastructure Maintenance
In response to the Authority’s request for a more systematic approach to airpark
maintenance, Mr. Bahnick reported a software system is being brought on line to coordinate
maintenance of all City facilities. All City groups with infrastructure maintenance needs will
meet this month to discuss implementation of the system. Starting with 1998, a baseline
analysis of maintenance needs will be created and copied to the Authority. Mr. Bahnick will
provide an overview and software parameters at the next meeting. Staff will coordinate with
Mr. Emshoff to determine the best approach to the needed airpark improvements in
conjunction with the Master Plan. Mr. Bahnick will schedule a meeting with Airport Authority
Chair Gary Benjamin and Public Works Administrator Rich Baier to discuss how to expedite
completion of the Master Plan.
10. Other Business
Mr. Bahnick reported Mr. Baier wishes to begin planning a new airpark open house for April
or May. He will bring more information when available. Mr. Bahnick said he will go to FDOT
headquarters on January 22 to review new software to help coordinate five and ten year master
plans throughout the State. In response to a question, it was indicated a new member
appointment is on the January 15 City Commission agenda. Mr. Bahnick hopes to bring new
information on developments with Hangar C renovations. It was indicated the scope of the
project has been reduced to cleaning, painting, and remedial door work. Concerns were
expressed with safety, as the deteriorated doors have the potential of falling into the taxiway.
Discussion ensued regarding the saturated ground on a portion of the field in need of grading
prior to paving.
Mr. Emshoff hopes to purchase a new gas truck to service aircraft on the field. Authority
members praised Mr. Emshoff for taking the initiative to update and improve the existing
terminal building while waiting for the anticipated new construction.
Call of the Next Meeting
The next regular meeting of the Airport Authority was called for February 4, 1998, at
3:00 p.m., in City Commission Chambers.
