08/03/2016 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER August 3, 2016 Present: Chair Denise L. Rosenberger, Vice Chair Thomas D. Black, Board Member Richard Porraro, Board Member W. Bruce Brock, Board Member Paul A. Doric Also Present: Camilo Soto—Assistant City Attorney, William Morris — Marine &Aviation Director, Gordon Wills— Operations Manager, Patricia O. Sullivan — Board Reporter The Chair called the meeting to order at 1:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Citizens to be Heard re Items Not on the Agenda 3 —Approval of Minutes 3.1. Approve minutes of the May 4, 2016 Airpark Advisory Board meeting as submitted in written summation. In reference to the May 4, 2016 minutes, Item 5.1, it was noted the recommendation was to add dirt by the new sidewalks. Member Doric moved to approve minutes of the May 4, 2016 Airpark Advisory Board meeting as amended. The motion was duly seconded and carried unanimously. 4—Tenant & Lease Report from FBO On behalf of the FBO (Fixed Base Operator), Operations Manager Gordon Wills said a long waiting list was maintained for the hangars. Limited tie down spaces were available. 5—Old Business 5.1. Beacon JACIP Mr. Wills said a beacon would be added to the JACIP (Joint Automated Capital Improvement Program) and to a CIP (Capital Improvement Project) for ground support equipment replacement in FY (Fiscal Year) 2018. 5.2. Airpark Master Plan Grant Mr. Wills anticipated in the next few months, the City would receive the grant to update the Airpark Master Plan. FDOT (Florida Department of Transportation) will cover 80% of the estimated $100,000 cost. It was suggested staff ask the consultants to recommend improvements. In response to a question, Mr. Wills said additional input was not received re a restaurant in a future Airpark terminal. It was stated a restaurant would be a destination for out of town pilot groups; a food truck would not be a viable option. Airpark Advisory 2016-08-03 1 Mr. Wills said he suggested the FBO include information re abutting golf course when marketing the Airpark. 6 — New Business 6.1. Permitted activities in T- Hangars Mr. Will reported a letter sent to tenants listed activities prohibited in T- Hangars. Tenants who do not abide by the rules will be evicted. 6.2. Pavement Inspection Mr. Wills said an expert will inspect random sections of the Airpark's pavement for aging concrete. He did not anticipate any problems due to recent repaving actions. EAA (Experimental Aircraft Association) Member Brock said the EAA held its August meeting at the City -owned Clearwater Country Club. He said the dinner was catered, the bar had reasonable charges, and the club waived its room charge.
