04/10/1997 FIXED BASE OPERATOR SELECTION COMMITTEE MEETING CITY OF CLEARWATER April 10, 1997 Selection Committee Members Present: Bob Keller Assistant City Manager Margaret L. Don Hendricks Pilot/Tenant, Clearwater Airpark John Carassas Assistant City Attorney Gwen Legters Board Reporter Engineering Director Rich Baier called the meeting to order at 11:07 a.m. at the Municipal Services Building. The purpose of the meeting was to establish final ranking of the candidates who responded to the City's RFP (Request for Proposal) for Clearwater Airpark FBO (Fixed Base Operator.) Airpark staff liaison Glen Bahnick reviewed the history of today's item, providing information regarding the candidates, ranking criteria, and evaluation matrix used by the selection committee. Rick Emshoff of Clearwater Aircraft, Inc. was recommended as the top ranked candidate. In accordance with Sunshine Law requirements, Mr. Bahnick said the selection committee was being asked to confirm the rankings they established on March 10, 1997. Consensus among those present was Mr. Bahnick's summary of events regarding this item was accurate. Discussion ensued regarding how the RFP criteria were weighted and how the evaluation matrix was used by the committee to rank candidates. Two members expressed concern that Clearwater Aircraft, Inc. had been criticized for lack of active membership in the Clearwater Chamber of Commerce. Brief discussion ensued regarding this issue. Mr. Emshoff reviewed his methods of operation, stating he has received no complaints. It was indicated airpark tenants and neighbors supported the selection of Mr. Emshoff as FBO. Assistant City Manager Bob Keller stated the committee's rankings would be forwarded to the City Commission, along with a recommendation for the Commission to hear presentations by the top two ranked candidates. Because the top two proposals were extremely diverse, it was felt the Commission would benefit from hearing both. Three committee members did not remember having made such a recommendation; two strongly objected to presentations by two candidates. While general agreement had been expressed the committee could live with the top two ranked candidates, it was indicated the selection committee had not recommended maa04b97 1 04/10/97 presentations by both candidates. Discussion ensued regarding the disparity of the top two proposals. Assistant City Attorney John Carassas recommended selection committee members consider the rankings established on March 10 and confirm their votes. He stated the choice whether or not to hear candidate presentations rests with the City Commission. Committee members Simmons, Keller, Baier, Bahnick, Silcox, Benjamin, and Abdo confirmed their rankings established at the March 10 meeting. Mr. Fitzgerald abstained from participating in the ranking process because car trouble had prevented him from hearing all or part of two presentations. Selection committee member Buz Huechan was unable to attend today's meeting, but submitted written confirmation of his earlier rankings. Discussion resumed regarding whether or not to recommend for the City Commission to hear presentations from the top two ranked candidates. Mr. Carassas reiterated his earlier remarks, stating it is outside the selection committee's scope to decide what the Commission will hear. Consensus was for the City Engineering Department to prepare an agenda item for the first City Commission meeting in May, forwarding the selection committee's evaluation and rankings to the Commission.
