Werner Board Member Gary Johnson Engineering Project Coordinator Glen Bahnick Civil Engineer II, Staff Liaison Gwen Legters Board Reporter The Chair called the meeting to order at 3:00 p.m. in the Municipal Services Building, To provide continuity for research, items are listed in Human Resources Room #111. agenda order although not necessarily discussed in that order. Minutes Approval - February 5, 1997 moved to approve Member Bils the minutes as submitted in writing to each member by motioncarried the Board Reporter. The was duly seconded and unanimously. Member Werner was not present. Tenant Report - FBO The Chair received the report and read it into the record. It was indicated 40 shade hangars, 10 enclosed hangars, 23 hard stands and 19 grass tiedowns are occupied. 4. Master Plan Update Mr. Bahnick reported Resolution 97-10, the Joint Project Agreement (JPA) to update the Master Plan, was pulled by the City Management team because they want the new FBO to be involved. The JPA has been tabled until the selection of the new FBO, anticipated for the beginning of June, 1997. Questions were raised regarding what happens to the airpark improvements associated with the Master Plan update. In response, Mr. Bahnick read into the record a letter from Engineering Director Rich Baier to the engineering consultant, Post, Buckley, Shuh and Jernigan, announcing postponement of the bid award. Highlighting the FBO RFP calendar, Mr. Bahnick said the Master Plan update is expected to resume in June or July. General discussion ensued among board and audience members regarding concerns over the delay, whether the City Commission was aware of the decision, and why the City Management team keeps pulling items related to the airpark. Chair Silcox stated it is clear from his review of City Commission meeting tapes that the City is aware of the Airport Authority’s desires, but wants FBO involvement with many issues. He continued further discussion of this item to the end of the meeting. 5. New Hangar Construction Mr. Bahnick reported the new hangars are scheduled for completion March 21. The interiors are very spartan, with no amenities but electrical service. He corrected an earlier report, stating the corner unit and the adjacent hangar cannot be opened at the same time. maa0397 1 03/05/97 A tenant speaking from the audience praised engineering staff for responsiveness to tenants’ needs, and felt it was unfortunate tenants were not consulted about the new hangar design. He said he has heard from a contractor who has indicated the end hangar doors can be staggered on the existing tracks, at no additional cost, so the doors can slide past each other, instead of butting together at the sides. Staff will consult with Chief Engineer Terry Jennings. A question was raised whether the new hangars will have to sit empty until the new FBO is in place. General discussion regarding FBO lease negotiations is reported below, under Other Business. 6. Request for Proposal -- FBO Mr. Bahnick reported the City Management Team approved the Airport Authority’s recommendation to appoint Buz Huechan to the FBO selection committee. The committee met February 19 to develop the selection matrix and form the short list. Four proposals met the minimum requirements of the RFP: 1) Clearwater Aircraft, Inc.; 2) Leading Edge Aviation Services, Inc.; 3) Suncoast Flying Services, Inc.; and 4) Hawthorne Aviation, Inc. Two submittals did not meet the minimum qualifications for experience and/or financial data: 1) Kenneth Love; and 2) Clearwater Flying Corporation. Mr. Bahnick read the presentation schedule, to be held Monday, March 10, in the Municipal Services Building Conference Room #130. He said the public is allowed to hear the presentations, and may submit questions in writing. It was indicated one respondent may file a protest that he would have provided financial information on request. 7. C-View Channel 15 Mr. Johnson reported he has been certified to operate C-View’s video camera, and will work with Buz Huechan to tape a Young Eagles Day presentation on Saturday, March 22., at 10:00 a.m. Mr. Huechan said the event is held under the auspices of the EAA (Experimental Aircraft Association), an international group devoted to sport aviation, or fun flying. Youngsters aged 8 to 15 run through a preflight session with pilots, then are taken up to ride and fly the planes. Discussion ensued regarding marketing of the event through schools, churches, scouts, and other youth organizations. He will ask the CAP cadets to help with flight line control. Mr. Johnson noted suggestions for other topics of interest for presentation on video by the Engineering Department. Other Business Mr. Huechan suggested resuming the practice of holding Neighbor’s Day and open house events to help inform the public about airpark operations and promote more positive relationships with surrounding residential property owners. Discussion resumed regarding concerns about delays in airpark projects. Concerns were expressed the transitions between City Managers and FBO’s will likely take several months. Concern was reiterated that nothing is going to happen at the airpark until Airport Authority meetings are televised and the issues can be brought before the public. maa0397 2 03/05/97 General discussion regarding FBO lease negotiations, and whether the new hangars will remain empty until a new lease form is drawn up. Mr. Atanasio questioned how Mr. Emshoff can sublease hangars without a master lease in place.. Mr. Hendricks asked for a guarantee in writing that the new FBO will not evict current tenants without just cause. It was indicated no one is likely to agree on what constitutes just cause. Mr. Johnson agreed some valid points have been raised, and requested time to consult with City legal staff regarding: 1) when tenants will be allowed to move into the new hangars; 2) whether existing tenants are in their hangars at the pleasure of the current FBO; 3) how airpark leases compare with marina leases, and 4) whether airpark rules would allow the master lease with the new FBO to be written to say current tenants cannot be evicted. Staff was asked to have Assistant City Attorney John Carassas present at the next meeting to discuss this issue. It was indicated Mr. Carassas has not been able to attend due to illness. Mr. Johnson will ask Mr. Carassas to prepare an opinion as soon as the minutes are ready. General discussion ensued regarding best and worse case scenarios of what could happen to airpark tenancy procedures when a new FBO takes over. Mr. Huechan indicated the Airport Authority is not being asked to promise anything to existing tenants, but should concentrate on its role of making the airpark run smoothly. Mr. Bickerstaffe stated the Airport Authority’s role is to serve the City Commission in an advisory capacity. He expressed his opinion trying to hold the City Commission to Authority recommendations is beyond the Authority’s charge. He indicated members are defeating their purpose by getting angry with City administration, and suggested any future desire to communicate directly with the City Commission should be expressed in writing or in person. Member Benjamin believed the Authority had concern regarding the City Management team and administration, not with the City Commission. Chair Silcox responded he intends to pursue more active one-on-one communication with the City Commission. Member Benjamin reiterated his request for information regarding the status of regular advisory board meetings with the City Commission. Staff will inquire of the City Clerk. Call of the Next Meeting The next regular meeting of the Airport Authority was called for 3:00 p.m. on April 2, 1997, Municipal Services Building Human Resources Room #111, unless prior notice is received that City Hall has reopened.
