SUBJECT/RECOMMENDATION:
Provide direction on pursuing a Bicycle Friendly Community designation for the City of
Clearwater.
SUMMARY:
The Pinellas County MPO (aka Forward Pinellas) is working with the City of Clearwater and
other municipalities in the county on developing a Countywide Bike Share Plan. A resolution
to support the development of a "Countywide Bike Share Plan" is being brought to City
Council as a separate action item August 4, 2016.
A resolution encouraging a Countywide Bike Share Plan lends credence to the City's effort to
be a Bicycle Friendly Community. Encouragement and the Resolution are key components
toward the goal of a Bicycle Friendly Community.
Attributes of a Bicycle Friendly Community include maintained trails, bike lanes where
feasible, complete streets policy, and laws regulating the use of bicycles and motorist respect
and are already in place in the City.
City Council would have to establish a Bicycle Advisory Committee that would work under the
guidance of a Bike/Ped Coordinator to advise City Council on the resources needed to
effectively establish the “Bicycle Friendly Community" designation and make sure it stays
productive and viable. This committee would be made up of residents and would address
such areas as better education on Bicycle Safety and how to encourage more use of bicycles
for daily trips. This committee would also work closely with the Forward Pinellas Advisory
Committee on Bicycles and Pedestrian Issues (BPAC). Additionally the committee would be
the "Caretaker" of the designation ensuring its continued success.
City Council would have to pass a city ordinance that would augment the state law requiring
the appropriate distance of 3 feet from a bicycle when passing or changing lanes.
The designation is made by the League of American Bicyclists, established in 1880 and
originally known as the League of American Wheelmen. The term of the designation is four
years and is renewed during the year of expiration. Currently there is no cost to become a
member but there is a detailed application process and the current deadline is August 9th,
2016. The next time to apply would be in the spring of 2017.
City staff requests guidance from City Council of how they wish to proceed.

SUMMARY:
The Clearwater Arts Alliance (CAA) is the city-specific arts advocacy agency. Members of the
volunteer board serve on the North Pinellas Cultural Alliance and Creative Pinellas advocacy
groups. The CAA is seeking city support for the development and staffing of the organization’s
Executive Director.
The Executive Director is responsible for the organization’s 501c3 compliance; financial and
legal documents; fundraising and stewardship; website and social media; and day-to-day
management.
The CAA has developed a five-year, multi-stage plan to increase arts and cultural offerings to
Clearwater’s citizens and visitors.
The overall goal of this plan is to return to the priorities set in the 2002 Clearwater Cultural
Plan, developed by the CAA (formerly Clearwater Arts Foundation) during which numerous
community input sessions and steering committee meetings prioritized six goals for
developing arts and cultural offerings in the City of Clearwater.
Deliverables for year one of support include: a Private Development Public Art brochure;
workshops for public art education (50 attendees annually); coordination of 6 arts advocacy
events per year; completion of the traffic signal box program.
Funds amounting $8,000 will be provided for two years to equate to a total not to exceed
$16,000 to the CAA, with the first payment to occur in August 2016, the second and final
payment to occur in October 2017.

Mr. Jonson,
I have not been made aware of any recent standards stating that we cannot plant in an MSE buffer
area. However, there are restrictions for buried and overhead utilities, horizontal clearances from the
face of the curb and suggested setbacks from the MSE walls. In the two examples that you have
provided the narrow nature of the buffer area would be restricted by a four (4) setback from the face of
the curb and a suggested ten(10) foot minimum setback from the MSE wall. Please also remember that
you can always apply for a variance from the standards which in a case like this would most likely involve
conversations with the Maintenance department and possibly Structures.
There are also new products on the market today such as green walls that could solve the setback issue
and provide a bold contemporary look to US 19. Please let me know if you have any other questions or
would like to schedule a meeting to discuss future landscape treatments within the City of Clearwater.
The notification for this year's Highway Landscape Reimbursement program should be going out soon
and this could be an ideal time to discuss new projects.

Jeff and Michael,
We have had some informal discussions about the City of Clearwater participating in the maintenance of
enhanced landscaping that might be installed along US Hwy 19 adjacent to the MSE walls.
One of my other Councilmembers recalled hearing of a recent change in FDOT policy that would not
allow plantings in the buffer areas next to the MSE walls I am enclosing a document with couple of
photos illustrating a potential area near Sunset Point here in Clearwater and some existing plantings
near
118th
street in Pinellas Park. Both are along US 19.
I recall hearing that plantings would not be allowed where the structural integrity of the wall, buried
utilities, or the curb next to the travel lane would be compromised. But are there recent changes from
the general guidelines we previously discussed a few months ago?

The Clearwater Regional Chamber of Commerce supports the beautification of
Clearwater roads through highway landscaping. Accordingly the Chamber supports the
City including landscape maintenance budgeting that will leverage state beautification
along U.S. 19 where space is available.
Now that construction along U.S. 19 is complete, more and more drivers are
encountering our overpasses and thoroughfares on and off the highway. 2014 saw an
average of 30,000 people a day go under the overpass at Drew Street and U.S. 19, which
surely has the potential to rise.
As the City continues to roll out its new brand, this is a perfect opportunity to show that
Bright and Beautiful, Bay to Beach," is much more than a slogan. These intersections
are the first thing many tourists and visitors encounter as they enter into the Clearwater
footprint. At the moment, there is a clear distinction in landscaping along that corridor
when you cross into Clearwater from our neighbors to the south.
This proposal was approved by the Chamber's Economic Development Council on
December 15th, 2015 and approved by the full Board on January 29th, 2016. This is a great
opportunity to secure available state funding for the initial installation which would only
require a minimal annual maintenance fee going forward.
The Council has done an excellent job in leading the partnership that eventually
designated Courtney Campbell Causeway a Florida Scenic Highway in 2005. This can
easily be seen as an extension of that project and we urge Council to support this
proposal and extend our beautiful beach aesthetic into our mainland infrastructure.
