ADMINISTRATION
The Chair called the meeting to order at 4:00pm in the Council Chambers of City Hall.
ITEM # 1 - Review Minutes of Julv 21st & Auaust 18th. 2004
Minutes of July 21st was unahimously approved with no additions or corrections.
Minutes of August 18, 2004 - Member Carlough stated, to include the missing motion in Item # 9.
i. (Member Carlough motioned that we should look for more information, Mr Dame to have a testing done on
water quality in that area and provide information, and at that point we would have enough information,
before we take a stand as a Board on supporting the opening of the pass. This motion was later withdrawn
by Member Carlough)
ii. There was a tie vote 2 for and 2 against - Member Gilreath was in favor of opening the pass, but would
still wait for a report on the water quality. Member McSwine seconded the motion. Member Flanery
motioned that more information is required on the water quality before supporting the opening of the pass
and Member Carlough seconded the motion.

ITEM # 5 - City Comprehensive Plan

ITEM # 6 - Portable Reclaimed Water
Member Neff gave a brief update on Portable Reclaimed Water Projects:
+ Drew and Union Street - 90% pipe line work is in place. Mike Quillen & senior engineers worked out the
issue of the pump station needed for the Union Street portion of that project with the school board. Will now
be able to go forward on this project.
+ Seville & Sunset Point - Construction contract will go to the council for approval in September.
+ Del Oro - continuing with the design phase.
+ Harbor Oaks - Project now in place and seems to be progressing.
+ Master Plans - have been completed in all the different major areas of our systems. i.e Reclaimed Master
Plan, Wastewater Collection System Master Plan is in place and we now have a Water Supply Master
Plan looking at our supply options to try increase our local production, this plan includes the potential water
treatment facilities within the city. Completed the Wastewater Treatment Plan. All these different plans
are integrated into our 6 year capital improvement program which the council has just recently approved
and also wrapped into our 5 year rate study.
+ Aquifer Storage Recovery Project - The Council is going to consider this project in September.
+ Comp Plans - There are three fundamental issues in our Master Plan for more water production. We have
initiated a process to review water comprehensive planning, and will have to work with the water
management district in Tampa Bay water. This integrates with all the other regional activities for more
water production. The overall essence of this is to produce more water.
i. Reservoir 3 area at the country side - expand the well field. The best cost benefit water we can get
locally is to build more wells and get more water straight out of the acquifer.
ii. Expand the well field surrounding the reservoir osmosis water treatment plant that was built with
expansion capabilities attached to it and increase water production.
iii. Reservoir 2 - at Drew and 19. Treat brackish water converting it to fresh water and putting in a
distribution system.
ITEM # 7 - Community Development
Member Carlough - stated that she is still attending the Development Review Committee Meetings and noticed
that as they review the different projects that are coming before them, wonderful attention is being paid to trees,
general landscaping and set backs and is very pleased with the information obtained from these meetings. Still
attending the downtown breakfast meeting every other Tuesday and still trying to get local business people to
attend these meeting.
ITEM # 8 - Report on Water Quality
Mr Carrier introduced Mr. Andrew Squires - Divisional Administrator Environmental Resources Mgmt. Divisional
Pinellas County of Environmental Management.
Mr Andrew Squires gave a brief talk on St. Joseph Sound Water Quality, Special Studies, Water Monitoring
Program, Results and information on Sea grass Transect.

Chair Jamieson stated that if we are looking at development and the job is really well done, recognize it
that people have done a good job environmentally.
Member Carlough - inquired if it is possible to get a simplified copy of Beach By Design.

NEXT MEETING
Chair motioned that "We do not meet in October and the next EAB meeting will be on November 17, 2004 - Work
Session Meeting that wi!1 allow us to discuss issues". Member Carlough seconded the motion. Member Flanery
third the motion.

No further discussion, meeting was adjourned at 5:30pm
