Sullivan - Board Reporter 1. Call To Order The Vice Chair called the meeting to order at 2:00 p.m. at the Municipal Services Building. 2. Approval of Minutes 2.1 Approve March 10, 2016 minutes Member Powers moved to approve the minutes of the March 10, 2016 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Staff update on art project entitled "Accumulate" (Fire Station 45) Cultural Affairs Specialist Christopher Hubbard said staff was working with the Clearwater Arts Alliance to plan the dedication of art project, 'Accumulate,"on September 12, 2016 at 3:00 p.m. The event also will celebrate first responders in memory of 9111. Artist Aaron Stephan will be invited. 4.2 Staff update on public art entitled "Silver Sentinel Mk. II" (Clearwater Main Library) Mr. Hubbard said "Library Tree"was the working title of the Main Library public art project. The contract was signed, first payment made, and the artist began accumulating alloys for the trunk. Installation was scheduled for September 12— 15, 2016, the September 17, 2016 dedication will be a part of the library's centennial celebration. Page 1 City of Clearwater Public Art and Design Board Meeting Minutes June 9, 2016 4.3 Staff update on Morningside Recreation Center Mr. Hubbard presented the preliminary site plan for the Morningside Recreation Center and reviewed planned amenities. Assistant Parks & Recreation Director Art Kader requested the Public Art project be part of the center's structure. A $50,000 wood inlay installation separating the gymnasium's play surface from spectators was again considered. Mr. Hubbard will contact Member Seiler regarding sealing recommendations and climate and maintenance issues re wood inlay floor at the University of Tampa. Staff will work with the construction manager on the project. Concern was expressed the beauty of the Countryside Library floor's design was diminished by racks and other items placed on it. 4.4 Staff update on CPLS/SPC Joint Use East Branch Library Mr. Hubbard said a Call to Artists, with an August 5, 2016 deadline, was released for the Public Art project at the East Branch/SPC Joint-Use library. The selection committee will meet on August 22, 2016. The sculpture, to be lighted at night, will be on an island in the wet pond near the City's entrance to the library off Drew Street. 4.5 Staff update on Mural Program Mr. Hubbard reviewed Clearwater Arts Alliance's public art rollout of decorated signal control boxes created by Pinellas and Hillsborough county artists. Phase 2, funded by a DDB (Downtown Development Board) grant, will decorate 2 additional downtown boxes and Phase 3 will decorate signal boxes citywide. Jim Smith, a Clearwater Arts Alliance member, was painting a mural on his South Ft. Harrison Avenue business, Gallery 1356. The Planning & Development Director approved the mural under the City's proposed mural program and art for signage. The Parks & Recreation Department's proposed mural across the front and side of the Garden Avenue Garage was approved. The project will highlight the availability of parking and enhance the local atmosphere. Mr. Hubbard requested board approval of up to $10,000 from the Public Art Discretionary Fund for the project. The City Council will consider a mural program in October, staff was prioritizing sites. Clearwater Arts Alliance members were approaching property owners re mural installations. Member Powers moved to approve up to $10,000 from the Public Art Discretionary Fund for the Garden Avenue Garage mural project. The motion was duly seconded and carried unanimously. Director's Report Mr. Hubbard said the Clearwater Arts Alliance met with the City Manager and individual Councilmembers re renewing City support of cultural activities. In 2003, the well researched Cultural Plan was supported at a series of public meetings and adopted by the City Council. Cultural Plan activities and objectives to enhance arts and culture in Clearwater included formation of the Public Art & Design Advisory Board. Mr. Hubbard estimated 85% of the Plan remained relevant to current economics and the public's desire for cultural products. Actions underway to implement more parts of the Plan required financial leveraging, attracting local partners, developing art and cultural components for City festivals and events, hosting multi-day arts festivals in Coachman Park that do not compete with local events, broadening partnerships with arts and cultural destinations, and collaborating with north County for a larger impact. The Alliance recommended a staff member be assigned to focus on cultural arts and a programmer be engaged to ensure the success of the programs. Discussion ensued. It was stated that businesses needed to recognize that public art was an essential component of the reinvigoration of great cities and their financial support of public art was important. It was recommended that the City Council budget public art funds for economic development and provide staff a mechanism to focus on the development of public art opportunities and the active advancement of the Cultural Plan. It was commented that Coachman Park planning meetings should consider art and education uses and Plein Air events with music at Coachman Park would attract many participants downtown. Some Tampa and St. Petersburg scheduled activities for Tampa Bay Design week in late October were discussed. Mr. Hubbard will ascertain if Clearwater's participation would be possible. Mr. Hubbard said the Veterans Memorial at Crest Lake Park was dedicated on May 29, 2016,joining a number of sites in Clearwater commemorating military service and sacrifice. The Tampa Bay Veterans Alliance was raising money to add a sculpture of a soldier at the memorial. In response to a question, he said the doughboy and soldier on Memorial Causeway were restored in 2007.
