The Vice Chair called the meeting to order at 8:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2 —Approval of Minutes
2.1. Approve the minutes of the March 9, 2016 Marine Advisory Board meeting as submitted
in written summation.
Member O'Brien moved to approve the minutes of the March 9, 2016 Marine Advisory Board
meeting as submitted in written summation. The motion was duly seconded and carried
unanimously.

4—Old Business
4.1. Clearwater Point Discussion
Marine & Aviation Department Director Bill Morris said Clearwater Point required annual
attention. The Engineering Department was working to piggyback with other municipalities a
contract with Gator Dredge to dredge Clearwater Point with annual or biannual spot dredging.
The other option would be to contract with the Army Corps of Engineers, be placed on its waitlist
for a time uncertain, and submit a $1 million deposit from General Funds. Clearwater Pass
hotels were working with staff to receive the dredged sand. As planned, the project could begin
after Labor Day, providing the hotels sufficient time to adjust their permits and construct groins
necessary to retain the sand.
4.2. Beach Marina Construction Update— Crabby Bill's Construction Timeline
Mr. Morris said the FWCC (Fish &Wildlife Conservation Commission) would announce this
year's grant recipients in July. If the City's grant application is approved, matching funds from
the City and Clearwater Marine Aquarium would be used to construct behind the aquarium a
200-foot floating dock, estimated to cost$120,000. The City will apply for a larger FWCC grant
next year for a $2.5 million project to replace Clearwater Beach Marina recreational docks with
floating ones, add a ramp, and upgrade commercial docks; the project would be done in
phases. The City also will seek waivers to construct floating restrooms at City marinas.

Mr. Morris said the Crabby Bill's structure could not be razed until an asbestos survey was
completed. The new restaurant was scheduled to open no later than May 2017.
5 — New Business
5.1. North Marina Master Plan
Mr. Morris said AECOM was contracted to develop the North Marina Master Plan. Work to
upgrade the Seminole Boat Ramp was put out to bid.
Marina Advisory Board membership requirements
It was stated that Paul Kelley moved out of the City and had to resign from the board.
Discussion ensued regarding a recommendation to waive the board's residency requirement to
allow marine experts who live outside City limits to serve on the board and share their
knowledge. It was commented that there was a sufficient number of City residents with marine
knowledge and Mr. Kelley's opinion could be sought at any time.
Emailed updates were requested re marine actions that occur between meetings.
Mr. Morris reported the board had an empty seat; application deadline was August 1, 2016.
