These will likely be limited to Sections H, I, J, K and L which you could conceivable address like this: Section H addresses issues related to sidewalks and provides that all sidewalks along arterials and retail streets should be at least 10 feet in width. The proposal includes a formal entry to a proposed City-owned and operated pier and boardwalk. The entire approximately 40 foot wide Papaya Street r-o-w between East Shore Drive and the eastern end of Papaya Street will be improved as a formal entry to the proposed City-owned/operated pier and boardwalk. Therefore, this Guideline is met by this proposal. Section I addresses issues related to street furniture and bicycle racks. Street furnishings will play an important role in the success of the pier/boardwalk and entry feature and will include seating, raised planters, trash cans, bike racks, bollards and lighting. Lighting is proposed throughout the development and is consistent with the type and style of lighting used throughout the Beach by Design planning area. On that note, Section 3- 1807.13.2 provides, basically that only monument signs six feet in height and up to 24 square feet in area are permitted as freestanding signs in the T District. There is no benthic data provided or pictures to show where the sea grass is or hopefully is not in relation to what they are building 2. There is no depth data provided on this diagram as to the water depth both at the seawall and at various points out to and including the end of the project. 3. They talk about "public access" but I do not see mention of boats tying up. Normally docks that are over shallow water and allowed over a small sea grass area have to allow for light penetration and require railings to discourage vessels from tying up. - Paragraph (1.)says it provides public access to view the Intracoastal waterway, (view is really of Mandalay channel, a moot point to the general non boating public) - Paragraph (5.)says it is offering public access to the Intracoastal waterway. Access to me means getting on a vessel and out into the water body, not just looking at it. Which is it? 4. Really need the depth data and sea grass location(s)on the diagram. This location could be a possible future pick up and drop off location for a water taxi as our system expands to meet the needs of the community. This does not really impact what they are doing,just putting that out there as it is something to consider with any public waterfront"landing" that is being developed. (Note from Planning- if this is something that is contemplated then I need to know that now since I'm putting language in the staff report and have led P&R down the path where the proposal is not designed for nor will accommodate watercraft of any kind.
