The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2 —Approval of Minutes
2.1. Approve minutes of the April 19, 2016 Neighborhood & Affordable Housing Advisory
Board meeting as submitted in written summation.
Member Kemp moved to approve minutes of the April 19, 2016 Neighborhood &Affordable
Housing Advisory Board meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.
3 —Citizens to be Heard re Items Not on the Agenda— None.
4— Discussion - FY 2016/17 Consolidated Planning Action Plan Recommended Funding

Housing Manager Diane Durr reviewed the recommended FY (Fiscal Year) 2016/17 CDBG
(Community Development Block Grant) allocations. Due to a reduction in government grants,
allocations were reduced by 10%. Future reductions to government entitlements were
anticipated. No applications had been received for Economic Development funds.
It was suggested that applicants be listed in TRC (Technical Review Committee) ranking order.
It was agreed across-the-board reductions to allocation levels were fair and preferable to
eliminating funding for some organizations.
Ms. Durr said the Arc of Tampa Bay requested $95,000 for FY 2016/17 but probably would not
expend its funds and complete its current project in time. If the agency did not finish its project
by September 30, 2016, she requested board approval to reallocate those funds to the housing
pool or to request a project from a top performing agency to fund.
Member Hughes moved to recommend the City divert FY 2016/17 funds from The Arc of Tampa
Bay to another public facilities and improvement project should the agency not complete its
current project by September 30, 2016. The motion was duly seconded and carried
unanimously.
Member Kemp declared conflicts of interest; she was a member of the Tampa Bay Community
Development Corporation and Community Service Foundation Boards of Directors.

Member Hughes moved to recommend approval of the proposed FY 2016/17 CDBG annual
allocation for the Public Services sector. The motion was duly seconded. Members Chinault,
Cutkomp, Hughes, and Santiago voted "Aye "; Member Kemp abstained. Motion carried.
Member Hughes moved to recommend approval of the proposed FY 2016/17 CDBG annual
allocation for the Housing Education Pool sector. The motion was duly seconded. Members
Chinault, Cutkomp, Hughes, and Santiago voted "Aye "; Member Kemp abstained. Motion
carried.
Member Hughes moved to recommend approval of the proposed FY 2016/17 CDBG annual
allocation for Administration and staff salaries. The motion was duly seconded and carried
unanimously.
Member Hughes moved to recommend approval of the proposed FY 2016/17 CDBG annual
allocations for Economic Development. The motion was duly seconded and carried
unanimously.
Member Hughes moved to recommend approval of the proposed FY 2016/17 CDBG annual
allocations for Housing Pool activities. The motion was duly seconded. Members Chinault,
Cutkomp, Hughes, and Santiago voted "Aye "; Member Kemp abstained. Motion carried.
5 — Old /New Business
TDC members were congratulated for their difficult work reviewing and ranking the applications.
Ms. Durr said strategies were needed to distribute almost $600,000 in public facilities and
improvement funds in accordance with HUD (Housing & Urban Development) Department
regulations and the City's 5 -year Consolidated Action Plan. Staff will implement strategies to
allocate as many funds as possible each year, rather than holding them in reserve.
Economic Development & Housing Director Denise Sanderson said staff was struggling to find
loan opportunities and public facility investments. Failure to use the funds could affect future
entitlements.
Ms. Durr reviewed spending caps, noting there were no caps on public facilities and housing;
public surveys expressed a need for kids activities which could be addressed with park
improvements, including infrastructure, drainage, and sidewalks.

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies equally to members of advisory and non- advisory bodies who are presented with a voting
conflict of interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing the reverse side and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
inures to his or her special private gain or loss. Each elected or appointed local officer also is prohibited from knowingly voting on a mea-
sure which inures to the special gain or loss of a principal (other than a government agency) by whom he or she is retained (including the
parent organization or subsidiary of a corporate principal by which he or she is retained); to the special private gain or loss of a relative; or
to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or
163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited from voting in that
capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law,
mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you
