Project Overvlew; Clearwater Fire and Rescues has been experiencing personnel related [Issuies. The
organization is interested in contracting with Mian Talent Solutions to conduct an organizational analysis to
identify potential'causes and recommend possible solutions. Clearwater Fire and Riescure and Wain Talent
Solutions are aligned on a discovery process that wifl include collecting information by interviewing a random
sample of the department's personnel. The high-level project steps are described in the following table.
Reviow important CFR documentation: Review vision, strategy, employee list, metirics related to department
performance, HR incidents and related statistics, performance management process etc,
Project planning: Discussafl phases of the project, including how best to communicate, process for random
sampling of employees, how to group staff for interviews based on shifts,the interviewing and data analysis
process, and project deliverables,
Develop a communication plan: Develop pre-Interview communications for department(purpose, process,
payoff)and specific interview communications and instructions to relevant interviewees.
Draft interview protocol and quantitative survey: Create interview questions related to organizational success
framework and others as needed, and create survey with response scales to gather additional quantitative
data on employee perceptions.
Schedule interviews: Randomly select personnel for individual and group interviews.
Job observation.Tour of firehouses and other important Units, informally speak with staff, anclobserve
routines/potential activities on the job.
Interview leaders and staff: Conduct 1.5 hour/interviews and administer quantitative survey—individually
interview top leaders and conduct group interviews(3 per group)with remaining staff.
Analyze responses: Assess collected' data and develop themes from qualitative and quantitative input that will
identify some of the root causes of issues.
Create eXeCU UVIS summary Create presentation, highlighting major qualitative and quantitative themes and
supporting comments—Identify clear strengths and potential improvement opportunities(gaps), root cause of
issues, areas with conflicting perceptIllons, and potential recommendations.

there is one clear issue around behavioral compliance, but are there may be others that need attention). Lead
committee in identifying and prioritizing potentiW impactful actions. This session is usually best done after
leaders have had a chance to absorb the findings against department priorities.

Assumptions,
Pricing assumes interviewing 60 employees (up to 7 individual and remaining staff in groups of 3 -4).
Mian Talent Solutions will notify Clearwater Fire& Rescue of project scope changes(e.g,, increase In
number of individual or group interviews)and associated pricing, before beginning work.
Mian Talent Solutions will invoice 60%of the project at initiation (signing of agreement) and the
remaining 50% at project end.
The City will coordinate lodging based on two consultants. Meal rates and any incidental costs will be in
accordance with General Services Administration rates and the City of Clearwater Travel
Policy. Mileage will be reimbursed at the Current IRS rate and in accordance with the City of Clearwater
Travel Policy(See attachment),
Mian Talent Solutions agrees to comply with the"public records law* (See attachment),
Mian Talent Solutions will work with Clearwater Fire& Rescue to ensure anonymity of�employe
interview data. Ensuring anonymity increases the likelihood of honest and accurate information from
employees.
