The Institute of Governmental Studies and Research at Memphis State University
is conducting a study of different voting systems. Included in the study
is an attempt to consider whether voting systems (lever machine, punch card,
optical scanner, etc.) have any influence on voter turnout and ballot drop-
off. The research is being supported by the Shelby County Government in
Tennessee, and Shelby County will consider this information in choosing amoung
alternate systems.
We are looking for such influences in approximately 75 larger American cities,
from 1956 to the present. We wish to have the total voter turnout for each
of all of the following elections 1.hrough that period of time.:
1. the local chief elective office (mayor, commission, etc.);
2. the Governor
3. the President; and
4. all referenda items.
In addition, we need the total number of registered voters for each election.
