The Chair called the meeting to order at 1:00 p.m. at City Hall, followed by the
Invocation and Pledge of Allegiance.

Member Boutzoukas moved to approve minutes of March 15, 2016 Community
Development Board meeting as submitted in written summation. The motion was duly
seconded and carried unanimously. Alternate Member Quattrocki did not vote.

Member Allbritton moved to approve Case FLD2016-01001 on today's Consent Agenda
based on evidence in the record, including the application and the Staff Report, and
hereby adopt the Findings of Fact and Conclusions of Law stated in the Staff Report,
with conditions of approval as listed. The motion was duly seconded. Members Funk,
Boutzoukas, Allbritton, Lau, Flanery, Acting Member Quattrocki, and Chair Barker voted
"Aye." Member Anuszkiewicz abstained. Motion carried.
2. Case: Amendments to the Clearwater Downtown Redevelopment Plan
Level Three Application
Applicant: City of Clearwater, Planning and Development Department
Request: The Community Development Board (CDB) is reviewing amendments
to the Clearwater Downtown Redevelopment Plan which add the capability for
hotel development in the district vision, encourage retail and restaurant uses
west of North Osceola Avenue and along the Pinellas Trail, increase Floor Area
Ratio (FAR) for property fronting North Fort Harrison Avenue and westward,
establish density for overnight accommodations, and add a new policy
supporting the development patterns and uses within the North Marina Area
Master Plan, and making a recommendation to the City Council.

In response to a question, Environmental Manager Ed Chesney said the City proposed
purchase of the property's wetlands and planned hydrology and water improvement
projects; sea level rise had no bearing on the purchase.
Member Boutzoukas moved to recommend approval of Case DVA2010-06001 based on
the evidence and testimony presented in the application, the Staff Report and at today's
hearing, and hereby adopt the Findings of Fact and Conclusions of Law stated in the
Staff Report. The motion was duly seconded and carried unanimously. Alternate
Member Quattrocki did not vote.
2. Case: LUP2016-03003 — 3400 Gulf to Bay Boulevard (Related to DVA2010-
