Powers, Board Member Karen Cunningham, Board Member Jerri Menaul, and Board Member Eric Seiler Absent 2 - Vice Chair Neale A. Stralow and Board Member Suzanne Ruley Also Present: Christopher Hubbard — Cultural Affairs Specialist, Patricia O. Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 2:15 p.m. at the Municipal Services Building. All future meetings of the board will be held at the MSB. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve December 10, 2015 minutes Member Powers moved to approve the minutes of the December 10, 2015 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None 4. New Business Items 4.1 Staff update on art project entitled "Accumulate" (Fire Station 45) Cultural Affairs Specialist Christopher Hubbard distributed photographs of the public art project, 'Accumulate,"recently installed above the Fire Department headquarters'lobby. A dedication will be scheduled. The artwork could be seen from the living quarters, administration offices, and lobby, which was open to the public. 4.2 Staff update on public art entitled "Silver Sentinel Mk. II" (Clearwater Main Library) Mr. Hubbard said the public art piece "Silver Sentinel MK. 11"will be installed in the Main Library courtyard on September 10— 11, 2016, before the Library's centennial celebration. The tree shaped sculpture, constructed of composite alloys that resist corrosion, will feature sunset colors. Mr. Hubbard will distribute the final rendering upon its receipt. Page 2 City of Clearwater Public Art and Design Board Meeting Minutes March 10, 2016 4.3 Staff update on Carpenter Complex Phase II/Bright House Field Mr. Hubbard said due to accessibility restrictions near the mural planned at Carpenter Complex, the art project was liquidated and its $35,000 budget transferred to the Public Art discretionary fund to create artwork elsewhere or supplement another art project. 4.4 Staff update on Morningside Recreation Center Mr. Hubbard said the Morningside Recreation Center project was progressing. Instead of internal flooring, an art piece in front of the center was being considered. 4.5 New Project: CPLS/SPC Joint Use East Branch Library Library Director Barbara Pickell reviewed the background of the East Branch/SPC joint-use library project which will be constructed on the St. Petersburg College campus, replacing the SPC library and nearby East Branch Library. The public will enter the 2-story building from the front parking lot and college students will enter through a rear courtyard. The City's $6 million investment in the project included $50,000 for public art, SPC was not obligated to donate public art funds. Construction estimates were being prepared. Project Architect Leo Arroya, of Canerday Belfsky and Arroyo Architects, distributed building graphics, described the building, and suggested public art locations. The City and college libraries will be on the first floor. For visual impact, the college proposed installing a fountain with native plants in the nearby wet retention pond. Ms. Pickell said City public art works did not incorporate fountains due to maintenance costs. The Public Art & Design Board recessed from 2:23 to 2: 26 p.m. Ms. Pickell said the East Library had a large children's program and attracted many families with children and immigrants from Hidalgo, Mexico. Mr. Arroya said the college also enrolled many students from the nearby community. Mr. Hubbard said the art piece should have universal appeal, the Call to Artist will suggest a nod to Hidalgo's culture. It was felt the art piece should not compete with the electronic monument sign at the Drew Street/Old Coachman intersection nor replicate other City art pieces such as the Beach Library's stained glass, Countryside Library's terrazzo floor, or the Fire Station's 'Accumulate." It was recommended the art project's modest$50,000 budget be supplemented with funds from the liquidated mural art project across the street. Support was expressed for a freestanding, 3-dimensional, outdoor art piece that made a great visual statement in a beautiful natural setting, it Page 3 City of Clearwater Public Art and Design Board Meeting Minutes March 10, 2016 was felt interior art pieces were rarely noticed. Suggestions included: 1) art piece that complemented outdoor environment and attracted people from nearby trail, 2) art piece that encouraged performance art or a readers'theater as complement to drama department, 3) outdoor seating art piece, 4) metal sculptures gathering or reading, 5) homage to St. Petersburg College and Clearwater, 6) trail signs, 7) building fagade enhancement, and 8) study shelter under a public art pergola with benches. Ms. Pickell said the college had to approve the location of the art piece. It was noted the City also needed to work with the college re maintenance of the art piece. It was recommended that the City seek a college contribution for the public art piece and it was suggested it would be an act of good faith if the college matched the City's contribution. It was stated the college may have funds budgeted to construct a pergola, which would provide shade and attract people to the site. Member Menaul moved to recommend that staff initiate a conversation with St. Petersburg College to explore the potential for outdoor public art and discuss locations. The motion was duly seconded and carried unanimously. 4.6 Appoint Selection Panel for project 16-002 CPLS/SPC Joint Use East Branch Library Member Powers moved to appoint the Selection Panel for Project 166-002 East Branch/SPC Joint-Use Library: 1) Panel Chair Alex Plisko, Public Art & Design Advisory Board representative; 2) Ed Tumber, Library Department representative; 3) Felicia Donnelly, Parks & Recreation Department representative; 4) TBA, Sculpture artist representative; 5) Claudia Gonzalez— Community representative/Hispanic Outreach Liaison (pending Clearwater Library Foundation approval); 6) Leo Arroyo —Architect representative; and 7) Kim Wolff— St. Petersburg College representative (Library Director). The motion was duly seconded and carried unanimously. 4.7 Election of Officers Member Menaul moved to reappoint Alex Plisko as Chair. The motion was duly seconded and carried unanimously. Member Menaul moved to reappoint Neale Stralow as Vice Chair. The motion was duly seconded and carried unanimously. 5. Old Business Item: None. He will contact staff again re including a Public Art & Design Advisory Board Member on the ULI (Urban Land Institute) board. Work on the public mural project will begin after spring events. The Causeway sign was not rededicated; the new City logo was added. 7. Committee Members to be Heard Member Menaul distributed leaflets re free evening Visual Artists' Business Success Workshop. It was stated the St. Petersburg Arts Alliance markets events via the Destination Tampa Bay Meta Group. 8. Adjourn Member Powers thanked Mr. Hubbard for doing a great job leading the City's Public Art & Design program. Member Cunningham said Mr. Hubbard had information re Japanese artist's upcoming fall visit to Clearwater.
