Sullivan - Board Reporter 1. Call To Order The Chair called the meeting to order at 6:30 p.m. at the Long Center. 2. Approval of Minutes 2.1 Approve minutes from October 27, 2015 meeting Member Marlow moved to approve the minutes of the October 27, 2015 Parks & Recreation Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Parks & Recreation - Projects Update Administrative Support Manager Felicia Donnelly said restroom and office renovations at Jack Russell Stadium should be completed by June. Staff will email board members with design plans for the restrooms, which also will serve Walter Campbell Park. Starting in May, the Long Center pool will close for 5 to 6 months while the pool and deck are resurfaced, the work is replaced, and pump room piping and pumps are renovated. The pool's deep end served as a diving well. The Bayshore Trail neared completion. Staff was discussing with the State the FDOT (Florida Department of Transportation) building site on SR60 for trail parking, Clearwater originally gave the subject property to FDOT. Ms. Donnelly said at its first meeting on January 19, 2016, the Morningside Recreation Center project advisory committee will review site placement analysis. The tennis courts will not be touched, a schedule determined the order of tennis court refurbishment throughout the City. The new facility's budget was $5.4 million. Onsite stormwater will be impacted. Staff planned to use CIP (Capital Improvement Project) funds to relocate the pool's pump house. Some current parking will remain in place. Ms. Donnelly will bring plans for the center to the next meeting. Discussion ensued regarding some Councilmember concerns. Ms. Donnelly said the center Page 2 City of Clearwater Parks and Recreation Board Meeting Minutes January 13, 2016 could not be designated as an evacuation center due to its location in an evacuation zone. The center will incorporate many LEED (Leadership in Energy and Environmental Design) standards but requiring LEED certification would have increased the budget significantly. Ms. Donnelly said community input will be a big component of renovation plans for Crest Lake Park. 4.2 Review of Council items Ms. Donnelly reviewed Parks & Recreation Department items recently considered by the City Council. The City Council approved a contract to design the new Morningside Center. 4.3 Election of Officers Member Marlow moved to reappoint Ric Ortega as Chair. The motion was duly seconded and carried unanimously. Member Gonzales moved to reappoint Norene Marlow as Vice Chair. The motion was duly seconded and carried unanimously. 5. Old Business Items: None 6. Director's Report Ms. Donnelly reviewed upcoming events, including music festivals, spring training, softball tournaments and major league soccer training. On January 18, 2016, 200 volunteers from Valpak will undertake a major clean up of Moccasin Lake Nature Park. The park's birds of prey collection, which was maintained by volunteers, recently added 2 injured and non releasable owls. Nagano students will arrive in February for their annual visit. 7.
