CITY OF CLEARWATER
February 3, 2016

The Chair called the meeting to order at 1:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2 —Citizens to be Heard re Items Not on the Agenda: None.
3 —Approval of Minutes
3.1. Approve minutes of the November 4, 2015 Airpark Advisory Board meeting as submitted
in written summation.
Member Brock moved to approve minutes of the November 4, 2016 Airpark Advisory Board
meeting as submitted in written summation. The motion was duly seconded and carried
unanimously.
4—Tenant & Lease Report from FBO
FBO (Fixed Base Operator) representative Barbara Cooper reported on tenant levels and
visitors. She said most hangars are filled. She will contact interested parties re 2 available
shade hangars.
5—Old Business
5.1. Airpark Christmas Party
Ms. Cooper said the Airpark's Christmas Party was a great success with many tables moved
outside to enjoy the beautiful evening weather. She said a 30 —40 member group, that included
FBO Steve King's daughter, sang carols while the largest crowd on record enjoyed catered food
under outdoor lighting. A couple of fire pits enhanced the atmosphere. Members agreed the
party was festive and fun.
6 — New Business
6.1. Hangar Sidewalks
Operations Manager Gordie Wills said based on a board member's recommendation sidewalk
was installed around new Hangar D. The sidewalk was well received and helped with
maintenance; rain flow through the downspouts hits the sidewalk instead of gouging mud
puddles in the grass. Sufficient funds remain to install sidewalks around Hangars A, B, H, and I.

6.2. Hangar Gutters
Mr. Wills said he had obtained a quote to repair the Hangar A and B downspouts. Repairs for
Hangar C downspouts were too expensive for a structure scheduled for demolition.
6.3. Paint Shade Hangars
Mr. Wills said sufficient funds remained to pressure wash, patch, and paint the shade hangars.
One hangar will be improved each week, beginning Monday. Tenants will need to move out
while work is underway. Mr. Wills hoped the asphalt could be seal coated during the project.
6.4. Election of Officers
Member Black moved to reappoint Denise Rosenberger as Chair. The motion was duly
seconded and carried unanimously.
Member Brock moved to reappoint Thomas Black as Vice Chair. The motion was duly seconded
and carried unanimously.
Not on the Agenda
EAA (Experimental Aircraft Association) and CAP (Civil Air Patrol)
Member Brock discussed the agreement between the EAA and CAP for EAA use of a CAP
classroom for meetings and EAA efforts to enhance the CAP facility by its proposed installation
of spotlights.
Beacon
Mr. Wills said he would meet with a consultant to discuss permits necessary to install a beacon
at the Airpark. If approved, he hoped it could be attached to an existing structure.
Discussion ensued regarding the beacon and a Clearwater pilot's video that demonstrated the
difficulty of seeing the airpark at night.
In response to questions, Ms. Cooper said the beacon would improve safety. Mr. Wills reviewed
past board discussion re the beacon, described it, and said it would not affect neighbors. The
AAB (Airpark Advisory Board) served as the Airpark's safety committee, the FAA (Federal
Aviation Administration) checked the Airpark's VASI (Visual Approach Slope Indicator) each
week, and FDOT (Florida Department of Transportation) made regular visits.
Ellen Hess questioned why the beacon was not installed at the same time as the airport lights
about 19 years ago if both were important safety features.
Mr. Wills reviewed projects done over the years to improve Airpark safety, including the runway
extension and AWOS (Automated Weather Observing System) installation. Funds were now
available for additional improvements. The beacon was not required and its installation had not
been approved.

Discussion ensued with comments that the beacon should be lit at night and when low visibility
events occur during daylight hours. It was noted that a control tower, though impractical, would
make the Airpark even safer. It was recommended that Ms. Hess view the pilot's video.
