A. CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE
The Chair called the meeting to order at 1:00 p.m. at City Hall, followed by the
Invocation and Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

Member Funk moved to reappoint Brian Barker as Chair. The motion was duly
seconded and carried unanimously
Member Anuszkiewicz moved to appoint John Funk as Vice Chair. The motion was duly
seconded and carried unanimously.
D. APPROVAL OF MINUTES OF PREVIOUS MEETINGS: February 16, 2016
Member Funk moved to approve minutes of February 16, 2016 Community
Development Board meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.
E. CITIZENS TO BE HEARD, RE: ITEMS NOT ON THE AGENDA
Jeff Ameel submitted a letter to the Board (attached) and read a portion of it. He
supported the pending appeal of the Board's decision to approve the CMA (Clearwater
Marine Aquarium) expansion.

Location: 2.034 acres at the southeast corner of Belcher Road with the CSX
railroad crossing.
Request: The Community Development Board (CDB) is reviewing a proposed
ten unit townhouse development in the Low Density Residential (LDR) District for
the property located at 1401 N Belcher Road. The project is 30 feet in height and
includes 20 parking spaces, requests allowable flexibility with regard to the use
(Community Development Code Section 2-104.A) and requests allowable
flexibility with regard to buffer requirements (Community Development Code
Section 3-1202.G).

Presenter: Melissa Hauck-Baker, AICP, Senior Planner
Member Anuszkiewicz moved to accept Melissa Hauck-Baker as an expert witness in
the fields of comprehensive and redevelopment planning; zoning, historic preservation,
land development and landscaping ordinance interpretation, amendment and
administration; site plan analysis and preparation. The motion was duly seconded and
carried unanimously.
In response to a question re tree preservation, Senior Planner Melissa Hauck-Baker
said: 1) 64 trees, totaling 516 caliper inches would remain; 2) 36 trees, totaling 528
caliper inches would be removed; 3) 465 trees and shrubs, totaling 117'/2 caliper inches
would be added; and 4) 410'/2 caliper inches of Brazilian Pepper would be removed. For
removal of the invasive species, the developer received a 10% credit on the fee to the
tree fund in lieu of replacing trees, as allowed by Code. The final fee was $17,733.60.
David Ramsey, representative for the applicant, said the developer's certified arborist had
walked the property with Land Resource Specialist Matt Anderson and tagged the trees.
He said in error, the tree survey and development overlay were printed on the same
paper. Trees not tagged on the tree survey were to be planted in accordance with the
landscape plan.
Member Anuszkiewicz moved to approve Case FLD2015-09034 based on evidence in
the record, including the application and the Staff Report, and hereby adopt the

Findings of Fact and Conclusions of Law stated in the Staff Report, with conditions of
approval as listed. The motion was duly seconded and carried unanimously.
