02/09/2016 NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER February 9, 2016 Present: Acting Chair Lisa Hughes, Board Member Peggy M. Sullivan — Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 —Approval of Minutes 3.1. Approve minutes of the December 8, 2015 Neighborhood &Affordable Housing Advisory Board meeting as submitted in written summation. Member Kemp moved to approve minutes of the December 8, 2015 Neighborhood &Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 4—Citizens to be Heard re Items Not on the Agenda: None. 5—Applications for New Members Housing Manager Diane Durr said the City had received three applications for open seats: 1) citizen who resides within the City and 2) citizen who represents employers within the City. The City Council will appoint the new members. 6 — Request for Applications Ms. Durr said the City published a notice of funding and request for applications. HOME Investment Partnerships Program, SHIP (State Housing Initiatives Partnership), and PCHTF (Pinellas County Housing Trust Fund) were funding sources for the available $1,600,000 for redevelopment, preservation, acquisition, and rehabilitation of low- to moderate-income housing rental units. Applications will be accepted until March 11, 2016 at 4:30 p.m. Staff will rank the applications and present them to City Council for approval. Economic Development& Housing Director Geri Campos Lopez said program income from the sale of Prospect Towers and Wellington Apartments had boosted available funding. With rental rates increasing, she said ideally a developer could construct a multifamily rental project with land acquisition funding through Pinellas County Housing Finance Authority and development funding through the City. She requested board members share this information with qualified parties. 7 —Status of 5-year Consolidated Action Plan Neighborhood & Affordable Housing 2016-02-09 1 Ms. Lopez said through the RFP (Request for Proposals) process, the City had contracted with Wade Trim for consulting services to work with staff on the 5- year Consolidated Action Plan for HUD (Housing & Urban Development) Department. The scope of work was finalized. Three meetings were planned to gather public input from residents and Consolidated Action Plan funding recipients. Board members were invited to attend, Meeting schedules will be distributed. The 5- year Consolidated Action Plan will be presented to NAHAB (Neighborhood & Affordable Housing Advisory Board) for review and recommendation in June and to the City Council for approval in July. The Plan must be submitted electronically to HUD's system in August. 8 — FY (Fiscal Year) 2016/17 CAP Application Period Opens Ms. Durr said the FY 2016/17 Consolidated Action Plan will be a part of the new 5-year Plan and identify projects for funding in FY 2016/17. She provided an overview of the FY 2016/17 schedule which replicates last year's process. CAP applications for FY 2016/17 will be released on March 3, 2016 and the mandatory application meeting will be in March. CAP application submittals will be due by April 3, 2016. Agency presentations will be scheduled on April 19, 2016. Following review of the applications, the TRC (Technical Review Committee) will forward its recommendations to NAHAB for their recommendation to the City Council. Following a public comment period, the City Council was scheduled to approve funding in July. 9 — Norton Apartments Ms. Lopez said in its 2012 agreement with Pinellas County Housing Authority, the City agreed to provide approximately $300,000 to retrofit 3 apartments for disabled residents at the Norton Apartments. The Housing Authority reported additional renovation costs that were not included in the original agreement and requested a $100,000 amendment to the agreement. City inspectors visited the property yesterday to determine how much work had been accomplished and when the retrofitting project would be completed. 10— Old/New Business Ms. Lopez reviewed ongoing projects: 1) Habitat for Humanity was in the process of obtaining development orders for its Milton Street project; 2) In December, the Garden Trail Apartments, LLC closed on financing with the State and was awarded tax credits for the $13 - $14 million project. Construction should begin soon; and 3) Rehab project for Kimberly Home rental unit was underway. In response to a question, Ms. Lopez said the purchase agreement for the structure at 1100 Cleveland Street had fallen through. Several small retail stores were planned for the Albertsons site on Gulf-to-Bay Boulevard. 11 - Election of Officers Member Kemp moved to reappoint Michael Potts as Chair. The motion was duly seconded and carried unanimously. Member Kemp moved to appoint Kevin Chinault as Vice Chair. The motion was duly seconded and carried unanimously.
