FLORIDA, DETERMINING THE NECESSITY TO REPLACE
THE EXISTING MEMORIAL CAUSEWAY BRIDGE AIVD
ESTABLISHING ITS REPLACEIVIENT AS A HIGH PRIORITY
PROJECT AND AUTHORIZING THE APPROPRIATE CiTY
OFFICIALS TO PROGEED WITH GEl�'ING THE PRO.�ECT
QUALIFIED TO RECEIVE STATE FUNDIfVG FROM
MONEYS ALLOCATED II� SENATE BILL 438 AND HOUSE
BfLL 538; PROVIDING AN EFFECTIVE DATE.
99�9i�Ft�►�, fihe City Commission has evaluated the impact that ihe existing
N9emorial Caus�vvay Bridge has on both pedestrian, bicycle and vehicular traffic using
iViemorial Causeway to access and leave Clearwater Beach, Island Estates and Sand
Key; and
IP�fHER�A�, the Memorial Causeway Bridge is the primary and sole evacuation
rouie for fihe Nooth end of 5and Key, all of Clearwater Beach and Island Estates; and
lNHEFi�S, the nurr�ber of vehicles per day using the causeway, which ranges
from a!ow of approximately 31,400 vehicles per day tn a high of 50,400 vehicles per day,
with an average ofi 38,000 vehicles per day in 1994; and
11�hBEREA�, the Memorial Causeway Bridge is one af the top 10 accident iocations
within the City of Cleanarater; and
�lIfH�R�4S, the bridge is deficient under current design standards; and
WHEREAS, fihe level of service in 1994 wias estimated to be a"D", this excludes
the opening schedule and bridge malfunctions wi�ich vuould lower fihe level of service to
��E��.

WHEREAS, the number of openings exhibits the highest average annual daily
traffic of any four-lane drawspan bridge along fhe entire Vliest coast of Florida; and
WHEREAS, a new 4 lane divided, high level fixed bridge, buiet to current Staie
standards with safety shoulders, raised separator between pedestrian and v�hicular traffic
as well as adequate sidewalk width for pedestrian and bicycle tra�c will eliminat� most of
the problems now associated with the existing bridge; now, therefore,

��tion 1, That the replacement of the Memorial Causeway Bridge is of the
highest priority to the Ciiy of Clearwater.
Sec�wnn 2. That the City Officials are authorized to take the nece�sary steps io
obtain funding from the State for a replaceme�t bridge.
ectiqgn 3. This Resolution shall be forwarded to the State to show the City's
infient to request the funding from moneys allocated in State 5enate Bill 438 and State
Flouse �ill 539.
��ctior�_4. This resalution shall take effect emmediately upon adopt9on.
