RESOLUTION NO. 94 -104
A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA,
ESTABLISHING A TASK FORCE TO PROMOTE CONSTRUCTION OF
HIGH SPEED RAIL INTO CLEARWATER, FLORIDA, USING THE
COURTNEY CAMPBELL CAUSEWAY AS THE ENTRANCE POINT INTO
PINELLAS COUNTY AND TO DEVELOP AND PROMOTE A PLAN FOR A
LOW SPEED MONORAIL SYSTEM FROM THE TERMINUS OF THE HIGH
SPEED RAIL TO DOWNTOWN CLEARWATER AND CLEARWATER BEACH;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Florida Department of Transportation is preparing an RFP for
High Speed Rail in the State of Florida, and
WHEREAS, it is proposed that High Speed Rail be constructed from Orlando
to the Tampa Bay area, and
WHEREAS, there is an alternative which would bring High Speed Rail to
Clearwater, Florida, using the Courtney Campbell Causeway as the entrance point
into Pinellas County, and
WHEREAS, the Courtney Campbell Causeway alternative is not presently
included in the RFP, and
WHEREAS, Low Speed Monorail Transportation system from the eastern edge
of the City of Clearwater, at the terminus of High Speed Rail, to Clearwater
Beach (seven miles m.o.l.), would make the Courtney Campbell Causeway
alternative, an attractive, feasible route and
WHEREAS, High Speed Rail and the Monorail System together would provide
visitors easy access to the Gulf Beaches, a leading destination for tourism, and
WHEREAS, a Task force of concerned and interested citizens is essential to
promote the Courtney Campbell Causeway alternative and assure its inclusion in
the FDOT RFP,as well as to assess and promote a Low Speed Monorail system to
Downtown and Clearwater Beach, now therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The Commission hereby establishes the Clearwater Rapid Transit
Task force to consist of five to ten members to be appointed by the Commission.
The purpose of the Task force is to promote and lobby the High Speed Rail
proposal using the Courtney Campbell Causeway as the entrance point into Pinellas
County. In the event that the proposal is successful, the Task force will
promote, lobby and implement a plan for a Low Speed Monorail Transportation
System from the terminus of the High Speed Rail to Clearwater Beach. In
addition, the Task force shall consider the connection of Downtown Clearwater to
the Low Speed Monorail System. The Commission may assign additional related
tasks from time to time. The Task force shall remain in effect until its tasks
are completed as determined by the Commission.

Section 2. This resolution shall take effect immediately upon adoption.
