RESOLUTION NO. 93 -10
A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA, URGING
THE FLORIDA LEGISLATURE TO SUPPORT THE ESTABLISHMENT OF
A TRUST FUND FOR THE MODERNIZATION OF MUNICIPAL RECORDS
MANAGEMENT, UTILIZING A FUNDING MECHANISM SIMILAR TO
THAT USED FOR COUNTIES; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the records management activities of each municipality includes
the keeping, filing, and preservation of municipal records, and the handling of
public information requests; and
WHEREAS, the modernization of equipment, personnel training, and technical
assistance is necessary to enable records custodians to perform their records
management responsibilities more satisfactorily; and
WHEREAS, Section 28.24(15)(d), Florida Statutes, provides for a service
charge to be paid into the Public Records Modernization Trust Fund and used
exclusively in modernizing the official records system of each county; and
WHEREAS, a similar funding mechanism for the benefit of municipal records
management is highly desirable; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The City Commission of the City of Clearwater declares its
support for the establishment of a funding source for a Capital Equipment
Modernization Trust Fund for municipal records similar to that authorized for
circuit court clerks, and urges all members of the Florida Legislature to enact
Senate Bill 426 and House Bill 567 on this subject, introduced by Senator Dudley
and Representative Cosgrove, respectively.
Section 2. This resolution shall take effect immediately upon adoption.
