A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, AMENDING RULE FIVE OF THE RULES OF
PROCEDURE OF THE CITY COMMISSION RELATING TO THE TIME OF
ADJOURNMENT, TO PROVIDE FOR ADJOURNMENT AT MIDNIGHT
UNLESS THE MEMBERS OF THE CITY COMMISSION IN ATTENDANCE
AT A MEETING AGREE UNANIMOUSLY TO EXTEND THE TIME OF
ADJOURNMENT, AND TO PROVIDE FOR THE AUTOMATIC
CONTINUATION OF UNFINISHED BUSINESS; AMENDING RULE 13 OF
THE RULES OF PROCEDURE, RELATING TO THE AMENDMENT OR
TEMPORARY SUSPENSION OF THE RULES OF PROCEDURE, TO
PROVIDE AN EXCEPTION FOR THE RULE RELATING TO TIME OF
ADJOURNMENT; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission finds that the rules of procedure for the
conduct of its meetings should be amended to require that uncompleted business
as of midnight on any City Commission meeting night be continued to a later
meeting, unless the members of the City Commission unanimously agree otherwise,
as provided herein; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Rules 5 and 13 of the Runes of Procedure of the Clearwater City
Commission are amended to read:

Thursdays of each month at 6:00 p.m. in its chamber. Special meetings may be
held on call of the Mayor - Commissioner, City Manager or any two of the members
and, whenever possible, upon no less than twenty -four (24) hours public notice.

necessary due to conflict, a work session shall be held at 9:00 a.m. on the first
working day of the Commission meeting week. Work sessions are primarily designed
for information gathering and guidance, and no formal Commission decision
approving or disapproving an agenda item or items scheduled for public hearing
may be made.
Except for items advertised for public hearing, items may be removed
from the agenda and additional items may be added, The agenda may be reordered.
Minutes shall be taken and distributed by the City Clerk. Only staff members
shall be included in the work session discussion unless prior arrangements are
made through the City Manager.

L51 Four (4) regional meetings shall be scheduled during the year,
excluding June, July, August and December. They will be scheduled at City -owned
facilities throughout the corporate limits when possible.
RULE 13
These rules, or any of them, with the exception of Charter provisions and the
provisions of Rule 5 relating to adjournment, may be amended or temp oraril
suspended at any meeting of the Commission by an affirmative vote of four (4�
members thereof. The provisions of Rule 5 relatino to adiournment may he

rules are for the efficient and orderly conduct of the business of the Commission
only, and no violation of such rules shall invalidate any action of the
Commission when approved by the majority votes required by the Charter.
Section 2. This resolution shall take effect immediately upon adoption.
