RESOLUTION NO. 92 -52
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF CLEARWATER, FLORIDA, CALLING FOR THE
ASSISTANCE OF THE FLORIDA DELEGATION TO THE
UNITED STATES CONGRESS TO TAKE CORRECTIVE
ACTION ON THE FEDERAL ENERGY REGULATORY
COMMISSION'S ORDER NO. 636 WHICH RESTRUCTURES
THE NATURAL GAS INDUSTRY.
WHEREAS, the City of Clearwater is responsible for providing natural gas service to
nearly 12,000 customers in northern Pinellas County, Florida through its gas utility division
known as the Clearwater Gas System; and
WHEREAS, the City Commission is most particularly interested in the continued
availability of ongoing economical and reliable natural gas service for its nearly 100,000 citizens
and businesses within the City of Clearwater; and
WHEREAS, the United States Congress has declared that one of the purposes of the
Department of Energy and its independent agency, the Federal Energy Regulatory Commission
x (hereinafter referred to as the "FERC "), is to promote the continued good health of the Nation's
small business firms, public utility districts, municipal utilities, and private cooperatives; and
WHEREAS, residential and commercial consumers, hospitals, schools, and others which
have been identified by Congress as "high- priority" users of natural gas depend on an affordable
and reliable supply of natural gas; and
WHEREAS, the FERC on April 8, 1992, adopted new regulations in Order No. 636
making significant changes in the structure of the various components of the natural gas industry
that will increase the cost of natural gas and have other adverse effects on residential,
commercial, and other high - priority users; and

WHEREAS, Order No. 636 will adversely affect public gas systems and their customers;
now therefore
BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA:
RESOLVED that the United States Congress should demand that the General Accounting
Office (GAO) study the economic impact of Order No. 636 on (1) the various classes of natural
gas end -users and (2) the geographic regions of the country, and that the FERC should
immediately suspend proceeding with processing Order No. 636 until Congress has received the
GAO study and had sufficient time to review and act upon such study; and
RESOLVED that the Florida Delegation to the United States Congress is encouraged to
take an active role in this process on behalf of the citizens of the State of Florida and the interest
of the municipal local distribution companies supplying natural gas service in Florida; and
RESOLVED that the Florida Delegation is further encouraged to co- sponsor Concurrent
Resolution 337 of the United States House of Representatives and the companion United States
Senate version which we understand is in the development process.
