92-39LIJ RtESOI UTION NO 92 39 101 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, URGING THE MEMBERS OF THE FLORIDA CONGRESSIONAL DELEGATION TO TAKE CERTAIN ACTIONS WITH REGARD TO PROPOSED FLOOD INSURANCE LEGISLATION CURRENTLY BEFORE THE UNITED STATES SENATE. WHEREAS, proposed federal flood insurance legislation pending before the United States Senate, known as the National Flood Insurance, Mitigation, and Erosion Management Act of 1992, was passed by the United States House of Representatives in 1991 and is expected to be considered by United States Senate later this year; and WHEREAS, the proposed legislation would have extremely negative implications for the economy of the State of Florida because coastal properties will become uninsurable, loans for their improvement will become unavailable, and their market values will be substantially reduced; and WHEREAS, coastal cities in Florida would be significantly and adversely affected by the proposed legislation because the enforcement of federal and state policies will be delegated h to cities without resources for such enforcement, and because cities have public facilities located in areas likely to be affected by these proposals; and WHEREAS, the reduction in ad valorem property tax values will impact all tax payers of the City of Clearwater and will have far reaching consequences on the tax structure of local government and the state -wide school funding programs; and WHEREAS, the full effect of the proposed legislation for the State of Florida has not been determined nor has the State of Florida, as of this date, taken an official position on this legislation; BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Section 1. The United States Senate is urged to delay passage of The National Flood Insurance, Mitigation, and Erosion Management Act of 1992, to allow a more deliberate approach that will adequately involve input from the State of Florida into this extremely critical policy area. Section 2. This resolution shall take effect immediately upon adoption and a copy hereof shall be forwarded by mail to all members of the State of Florida Congressional Delegation.
