A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, AUTHORIZING THE EXECUTION OF COMMUNITY
DEVELOPMENT BLOCK GRANT SUBRECIPIENT CONTRACTS BETWEEN
THE CITY OF CLEARWATER AND CERTAIN NONPROFIT
CORPORATIONS FOR THE PROVISION OF CERTAIN SERVICES;
APPROVING THE FORM OF THE AGREEMENT TO BE USED FOR SUCH
PURPOSE; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater conducts a Community Development program
with federal financial assistance under Title I of the Housing and Community
Development Act of 1974; and
WHEREAS, certain nonprofit corporations ( "Public Service Agencies" or
"PSA's ") have agreed to provide services and carry out programs, as identified
in Exhibit A to this resolution, which are of benefit to low and moderate income
residents of the City, and desire federal financial assistance through the City
for such purposes; and
WHEREAS, the services and programs to be provided directly advance the
Community Development program of the City and serve a proper public purpose; and
WHEREAS, an agreement to be entered into with each PSA to provide for such
services and programs has been prepared, and a copy of the form of the agreement
is attached hereto as Exhibit B; now therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
r Section 1. The form of a Community Development Block Grant Subrecipient
Contract to be entered into between -the City and each of the PSA's identified in
Exhibit A hereto, a ropy of which is attached to this resolution as Exhibit B,
is hereby approved. The Mayor and City Manager are authorized to execute
contracts with each of the PSA's to provide the services and programs for the
project amounts as described in Exhibit A. The form of the contract may be
modified to include schedules and provisions relating to the services and

programs to be performed, provided that such modifications are not inconsistent
with or require the payment of greater project amounts than as shown in Exhibit
A without the approval of the City Commission.
Section 2. This resolution shall take effect immediately upon adoption.
