STRATEGY 1.1: Establish an employment center overlay district to encourage higher-wage employment in strategic locations.
US19 Corridor Redevelopment Plan is complete and was
adopted in Dec 2012. Rather than an overlay district,
created new zoning district. Plan calls for increased intensity
and density throughout the corridor, with the most intense
development in Regional Centers. LRP is working with
consultant to develop a new zoning district and development
standards, set to be completed in FY 15-16.

indicated needed infrastructure improvements generally
limited and within buildings. ED&H staff works with property
owners on an as-needed basis to address specific issues.

There is a mix of parcels in City and Pinellas County
jurisdiction. In 2016/17 there will be a joint planning effort

Hercules/Belcher/Keene Rd industrial area which may
include the conversion of the Executive Golf Course. This
area also to be identied as Target Employment Center in
updated Countywide Rules (FY15-16) which will provide an
intensity bonus of 100% for Manufacturing, Office and
Research/Development Uses.

opportunities, projects. In FY14-15, ED&H began using
Salesforce to capture information that is measurable,
necessary for historical purposes, or may be used for
marketing purposes. Integration of email, ability to attach
and share documents amongst users, and a chatter feature
will reduce redundancies and increase efficiencies. In FY15-
16, ED&H will begin to use Salesforce contacts to distribute

audience. ED&H is coordinating and facilitiating
development of entrepreneurship ecosystem known as
Clearwater Business SPARK and is actively involved as a
committee member in the Chamber's business development
program.

SUMMARY:
On October 28, 2014, the claimant filed a workers’ compensation claim under the heart
presumption, alleging that his heart surgery was due to his job.
The City paid claimant’s medical expenses during the investigation period and later denied the
claim within the 120 day statute. The claimant and his attorney have agreed to settle this claim
for $80,000 inclusive of attorney fees and costs. Under the settlement terms the claim will
remain denied and all treatment relating to this occupational injury will continue to be paid
under group health insurance.
The entire past and future indemnity and medical claims with a general release and all
attorney fees and cost would settle per statute for a total settlement of $80,000. The City’s
Risk Management Division; outside attorney for the City of Clearwater, Mark Hungate with
Banker Lopez Gassler, P.A.; and the City’s Claims Committee recommend approval.
Funding for the payment of this settlement is available in the budget for claims expense in the
Central Insurance Fund.

SUMMARY:
Due to the quantity of palm trees in the city inventory and the timing needed to trim palms
before they seed out, staff has broken out the palm-trimming bid into three sections in the city.
Staff is requesting that annual blanket purchase orders be approved for the trimming of palms
to the following:
Blades of Green, Inc. - Clearwater Beach and Sand Key
Tree Barber - Memorial Causeway and downtown
Trucker Enterprise Services - all sports fields and everything east of Highland
Staff recommends award of blanket purchase orders for one year, with two one-year renewal
options, based on their successful performance with the City.

Coachman Park.
SUMMARY:
The Blanket Purchase Order to REH is the annual funding agreement between the City and
REH ($400,000 per year), as well as payment for the operation of the Clearwater Community
Chorus ($19,400). The funding agreement was approved on March 1, 2001 and the
Clearwater Community Chorus agreement was approved on November 3, 2005.
REH has partnered with and is co-producing an event with city staff to bring Brian Adams to
Clearwater’s Coachman Park for a concert on February 19.
Staff is requesting that this BPO be increased by $150,000 to reimburse REH for
entertainment contracts they arrange in regard to this concert as well as pay REH $1.00 for
each ticket sold for their assistance in advertisement placement (using their buying power
savings), technical support, and email marketing to their 220,000-eclub members.
In addition, staff will be requesting $10,000 support through the annual special events item to
cover costs for the 2017 Blast Friday series that is produced by REH.
Advanced ticket sales for this concert have already exceeded the breakeven point; therefore,
all costs to be reimbursed to REH have been covered.
Depending on the success of this concert the City may want to consider entering into
additional partnerships in the future.

SUMMARY:
The City of Clearwater was selected to host the 2016 World Championships and Olympic
qualifying for the Nacra 17 sail boats. The event will take place in Clearwater from February
6, 2016 through February 15, 2016 in the Gulf of Mexico off Clearwater Beach and Pier 60 as
well as the Clearwater Sailing Center.
The event will attract approximately 300 competitors from various countries, and attract
approximately 55,000 spectators over the nine day event. In addition, the event will be
streamed live and broadcast internationally to thousands of viewers.
The event will help promote Clearwater as a sailing venue and destination as well benefit the
Clearwater Sailing Center.
Unfortunately this event was not included in the list of Co-Sponsored events approved by the
Council on April 2, 2015 and according to Council policy any additional requests for money or
in-kind support must be approved by City Council.
Staff is recommending that the City co-sponsor this event and waive total in-kind costs of
$4,118. In-kind activities will include staff time to provide water to docking area, construction
and installation of anchors for boats, event assistance and $1,118 of lost parking revenue.
These costs can be absorbed with the current operating budgets of the General Fund and
Parking Fund.

Approve a work order to King Engineering Associates, Inc. Engineer of Record (EOR) in the
amount of $472,848 to provide design, permitting and bidding services related to the
Northeast Water Reclamation Facility (WRF) Grit Removal, Salsnes Filter and Equalization
Project (15-0045-UT); and authorize the appropriate officials to execute same. (consent)
SUMMARY:
Northeast Water Reclamation Facility (WRF) experiences daily and seasonal variations in raw
sewage flows and pollutant loadings. These variations make operation and control more
difficult and costly than treating a more constant rate of sewage flow. A feasibility study
conducted by the City showed that the installation of an equalization basin provided more cost
effective benefits than comparable in-plant improvements. Because of this, the City has
decided to incorporate a 2 million gallon (MG) equalization basin and associated facilities into
the treatment process at the Northeast WRF.
An existing tank located in the northwest corner of the site will be demolished and a new
“off-line” equalization basin will be constructed in its place.
Also, one of the two primary clarifiers recently failed and must be replaced to ensure the
City can continue to comply with its Florida Department of Environmental Protection
operating permit. Based on its experience at the Marshall St. WRF, the City has elected to
replace the primary clarifiers with Salsnes Filters. Sludge produced by the Salsnes Filters
can be discharged directly to the digesters without thickening, which also provides
operational cost savings.
Lastly, in order to incorporate the Salsnes Filters into the treatment process, it is
necessary to retro-fit the existing picket thickeners with new grit removal devices as used
at the Marshall St WRF. This new stacked tray grit removal equipment is needed to
remove sand and other inert materials so as to both protect the Salsnes filters and to
prevent grit and sand from entering the digesters. The picket thickeners that are currently
used to thicken sludge from the primary clarifiers would no longer be needed. As such,
these tanks can be used for grit removal, as they had been when they were originally
constructed.
The design phase is anticipated to be complete by December 2016.
King Engineering Associates, Inc. is one of the City’s Engineers-of-record, and this work order
was negotiated in accordance with the Consultants Competitive Negotiations Act.

SUMMARY:
The Phillies Florida LLC (Phillies Florida) will enter into an agreement with Clearwater Fire &
Rescue (CFR) for the provision of EMS services for the 2016 Philadelphia Phillies spring
training game; every 2016 Clearwater Threshers game; and for 10 selected special events
designated by Phillies Florida in 2016.
There will be a mutually agreed-upon method of checking in and checking out at each
game/event for billing purposes at the rate established in the agreement. The minimum time
for each event will be four hours. Any time spent at the ball park after those four hours will be
compensated at the hourly rate set forth in the agreement and checked against the sign out
time by the teams at the ballpark. CFR will provide monthly invoices to Phillies Florida for the
services CFR provides pursuant to the agreement, which invoices will be paid within twenty
days of receipt. The reimbursement amount in the agreement is sufficient to cover the cost of
providing this service.
The City of Clearwater, to the extent permitted by applicable law, including, but not limited to
Section 768.28, Florida Statutes, shall indemnify, defend and hold harmless Phillies Florida,
and others noted in the agreement.
CFR will document any incidents that may occur during the course of the performance of its
obligations hereunder and, subject to applicable law, including, but not limited to, the Health
Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy and Security Rules, and
use best efforts to get those treated to sign a medical information disclosure form legally
authorizing CFR to provide copies of such documentation to Phillies Florida upon request.
The term of the agreement shall be from the date it is signed through December 31, 2016;
and either party may terminate as outlined in the agreement.

SUMMARY:
The Council approved the original purchase order in the amount of $112,215 for CBRC during
the November 30, 2015 council meeting. The construction process in the main hall of CBRC
revealed that the existing substrate beneath the vinyl tile removed was in worse shape than
anticipated. The scarification process to remove the existing underlayment proved
unsuccessful and the manufacturer of the vapor seal would not warranty the moisture barrier
seal to be applied under these conditions.
The only option to permanently fix the floor is to remove the existing concrete floor and
re-pour a new concrete floor. This will allow the required vapor barrier to be installed between
the soil and new concrete floor.
Authority was given to move forward with the project to adhere to the established construction
schedule to allow the CBRC facility to be reopened in time for an event scheduled for March 5,
2016.

Section 3. This ordinance shall take effect on March 16, 2016. The City Clerk shall
file certified copies of this ordinance, including the map attached hereto, with the Clerk of
the Circuit Court and with the County Administrator of Pinellas County, Florida, 7 days
after the effective date, and shall file a certified copy with the Florida Department of State

ADDRESS IS 2161 BURNICE DRIVE, CLEARWATER,
FLORIDA 33764, UPON ANNEXATION INTO THE CITY OF
CLEARWATER, AS RESIDENTIAL LOW (RL); PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the amendment to the future land use plan element of the
comprehensive plan of the City as set forth in this ordinance is found to be reasonable,
proper and appropriate, and is consistent with the City's comprehensive plan; now,
therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The future land use plan element of the comprehensive plan of the City
of Clearwater is amended by designating the land use category for the hereinafter
described property, upon annexation into the City of Clearwater, as follows:

WHEREAS, the assignment of a zoning district classification as set forth in this
ordinance is found to be reasonable, proper and appropriate, and is consistent with the

LOCATED ON THE NORTH SIDE OF CAROL DRIVE,
APPROXIMATELY 150 FEET WEST OF BETTY LANE,
WHOSE POST OFFICE ADDRESS IS 1234 CAROL DRIVE,
CLEARWATER, FLORIDA 33755, INTO THE CORPORATE
LIMITS OF THE CITY, AND REDEFINING THE BOUNDARY
LINES OF THE CITY TO INCLUDE SAID ADDITION;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the owner of the real property described herein and depicted on the
map attached hereto as Exhibit A has petitioned the City of Clearwater to annex the
property into the City pursuant to Section 171.044, Florida Statutes, and the City has
complied with all applicable requirements of Florida law in connection with this ordinance;
now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The following-described property is hereby annexed into the City of
Clearwater and the boundary lines of the City are redefined accordingly:
Lot 9, Block B, Stevenson’s Heights, according to the map or plat thereof, as
recorded in Plat Book 34, Page 13, of the Public Records of Pinellas County, Florida;
(ANX2015-11032)
The map attached as Exhibit A is hereby incorporated by reference.
Section 2. The provisions of this ordinance are found and determined to be
consistent with the City of Clearwater Comprehensive Plan. The City Council hereby
accepts the dedication of all easements, parks, rights-of-way and other dedications to the
public, which have heretofore been made by plat, deed or user within the annexed
property. The City Engineer, the City Clerk and the Planning and Development Director
are directed to include and show the property described herein upon the official maps and
records of the City.
Section 3. This ordinance shall take effect on March 16, 2016. The City Clerk shall
file certified copies of this ordinance, including the map attached hereto, with the Clerk of
the Circuit Court and with the County Administrator of Pinellas County, Florida, within 7
days after the effective date, and shall file a certified copy with the Florida Department of
State within 30 days after the effective date.

FLORIDA, AMENDING THE FUTURE LAND USE PLAN
ELEMENT OF THE COMPREHENSIVE PLAN OF THE CITY,
TO DESIGNATE THE LAND USE FOR CERTAIN REAL
PROPERTY LOCATED ON THE NORTH SIDE OF CAROL
DRIVE, APPROXIMATELY 150 FEET WEST OF BETTY
LANE, WHOSE POST OFFICE ADDRESS IS 1234 CAROL
DRIVE, CLEARWATER, FLORIDA 33755, UPON
ANNEXATION INTO THE CITY OF CLEARWATER, AS
RESIDENTIAL LOW (RL); PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the amendment to the future land use plan element of the
comprehensive plan of the City as set forth in this ordinance is found to be reasonable,
proper and appropriate, and is consistent with the City's comprehensive plan; now,
therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CLEARWATER, FLORIDA:
Section 1. The future land use plan element of the comprehensive plan of the City
of Clearwater is amended by designating the land use category for the hereinafter
described property, upon annexation into the City of Clearwater, as follows:

FLORIDA, VACATING THAT CERTAIN DRAINAGE AND
UTILITY EASEMENT LYING WITHIN THE VACATED 10-
FOOT ALLEY LYING ADJACENT TO THE EAST
PROPERTY LINES OF LOTS 9 THROUGH 13, INCLUSIVE,
BLOCK 2, J.H. ROUSE’S SUBDIVISION, AS RECORDED IN
PLAT BOOK 4, PAGE 90, OFFICIAL RECORDS OF
HILLSBOROUGH COUNTY, FLORIDA OF WHICH
PINELLAS COUNTY WAS FORMERLY A PART;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the owners in fee title of real property described herein and depicted
in Exhibit “A” attached hereto, have requested that the City vacate said drainage and
utility easement; and
WHEREAS, the City Council of the City of Clearwater, Florida finds that said
drainage utility easement is not necessary for public use, thus should be vacated, as
these actions are in the best interest of the City and the general public; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CLEARWATER, FLORIDA:
Section 1. The following:
A Utility Easement Vacation described as follows:
That certain Drainage and Utility Easement lying within the vacated 10-foot alley lying
adjacent to the east property lines of Lots 9 through 13, inclusive, Block 2, J.H. Rouse’s
Subdivision, as recorded in Plat Book 4, Page 90, Official Records of Hillsborough
County, Florida of which Pinellas County was formerly a part; said alley vacated and
said Drainage and Utility Easement retained by City of Clearwater Ordinance No. 6880-
01, recorded in Book 11701, Page 1151 of the Official Records of Pinellas County,
Florida
is hereby vacated, closed and released, and the City of Clearwater releases all of its
right, title and interest thereto.
Section 2. The City Clerk shall record this ordinance in the Public Records of
Pinellas County, Florida, following adoption.
Section 3. This ordinance shall take effect immediately upon adoption.

APPROXIMATELY 140 FEET NORTH OF MORNINGSIDE
DRIVE, WHOSE POST OFFICE ADDRESS IS 1807
SKYLAND DRIVE, CLEARWATER, FLORIDA 33759, INTO
THE CORPORATE LIMITS OF THE CITY, AND
REDEFINING THE BOUNDARY LINES OF THE CITY TO
INCLUDE SAID ADDITION; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the owner of the real property described herein and depicted on the
map attached hereto as Exhibit A has petitioned the City of Clearwater to annex the
property into the City pursuant to Section 171.044, Florida Statutes, and the City has
complied with all applicable requirements of Florida law in connection with this ordinance;
now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The following-described property is hereby annexed into the City of
Clearwater and the boundary lines of the City are redefined accordingly:
The South 60 feet of Lot 8, Block I, Carlton Terrace First Addition, according to the
map or plat thereof, recorded in Plat Book 43, Page 39, of the Public Records of Pinellas
County, Florida.

The map attached as Exhibit A is hereby incorporated by reference.
Section 2. The provisions of this ordinance are found and determined to be
consistent with the City of Clearwater Comprehensive Plan. The City Council hereby
accepts the dedication of all easements, parks, rights-of-way and other dedications to the
public, which have heretofore been made by plat, deed or user within the annexed
property. The City Engineer, the City Clerk and the Planning and Development Director
are directed to include and show the property described herein upon the official maps and
records of the City.
Section 3. This ordinance shall take effect on March 16, 2016. The City Clerk shall
file certified copies of this ordinance, including the map attached hereto, with the Clerk of
the Circuit Court and with the County Administrator of Pinellas County, Florida, within 7
days after the effective date, and shall file a certified copy with the Florida Department of
State within 30 days after the effective date.

Project Concept:
Provide for public transit options to divert beach visitors to park downtown and take a trolley / ferry to
the beach for their visit instead of driving to the beach. This could be accomplished during peak periods
like Spring Break, Holidays and summer which would typically occur on weekends and during high
tourist timeframes. The goal would be to provide a park and ride alternative in downtown to the traffic
and parking problems at the beach and to enhance the visitor experience. This new capability would
utilize current parking lots in downtown Clearwater that are mostly unused during these periods and
use the existing Jolley Trolley vehicles and Clearwater Ferry boats to implement the transit to the beach.
Ultimately later phases of this project would include providing for a dedicated transit vehicle lane across
the Memorial Bridge and Causeway.
Proposal Benefits:
This proposal would alleviate significant vehicles from crossing the bridge, reduce the beach parking
demand, increase the number of visitors in the downtown Clearwater area, and provide alternative (fun)
transit to the beach and maximize the visitor experience.
Help prevent traffic gridlock during peak periods.
Reduce law enforcement man hours involve in traffic control
Increase awareness of the downtown Cleveland District businesses, Coachman Park and Marina
Service could be used during events and holidays as well to provide park & ride options
Show that Clearwater City Government is responsive to local residents concerns about the traffic
created from an over the top successful beach master plan.
Project phase 1 could be implemented in 2016 to meet the Spring Break season
Utilizes native Clearwater businesses to provide the service
Project features - phase 1.
Utilize existing parking lots that are mostly vacant on weekends and weekdays in downtown
o County parking garage at foot of bridge
o City Hall lower parking
o Harborview / Marina parking
o City garage Garden street
o City Park street garage
Provide temporary signage and message boards on SR 60 / Court Street to offer reduced / free
park and ride options and directions to divert visitors to the parking areas. (If the scarce beach

parking is $30 - $50 / day and the downtown parking was much less / free, drivers sitting in stop
and go traffic would be more inclined to park & ride)
Jolley Trolley to provide a dedicated parking to beach express route service at frequent enough
intervals to manage the demand. Trolleys would stop at each parking area and the marina and
then head directly to the beach to drop off at the marina parking lot (and/or limited other stops
north / south beach)
Clearwater Ferry could also provide transit alternative to get to the beach
Visitors could choose to ride the Trolley or take the Ferry
Develop a phone app that visitors could download to guide them to parking lots and show the
Trolley route, stops and location of the Trolley (add to the current Jolley Trolley app)
Project Funding:
Phase 1: Funding would be essential and need to be provided for the transit partners delivering the
vehicles from downtown to the beach as dedicated vehicles would be required for this service. There
would not be any funding required for the parking areas other than the provision for temporary signage
to guide visitors to the parking lots. Since this service is related to peak beach visitor periods of spring
break (March and April), weekends on the summer months, Christmas / New Years, and others funding
would only be necessary during these time frames.
Future Phases: Future options for increasing the level of this service would require increased level of
funding as there would be some construction required to provide the dedicated transit lane service over
the Memorial Bridge and Causeway and potentially additional transit vehicles to handle demand. It is
our understanding that the MPO Transit Alternatives Study in 2010 identified the following capabilities:
Memorial Causeway Bridge was designed with capabilities of being reconfigured to support Bus
Rapid Transit dedicated lanes.
Memorial Causeway is wide enough to support addition of a dedicated transit / emergency
vehicle transit lane on the south side.
The small bridge to Clearwater Beach is configured to support police / emergency vehicles and
could support the Trolley service temporarily with some reconfiguration required at the exit of
the bridge in the Marina parking lot area

Project implementation specifics and service definition:
Creates a new dedicated Trolley route exclusively for downtown park & ride to beach
service while providing for Ferry transit option
Scalable - Frequency of service – every ½ hour or ¼ hour as needed (2 – 4 Trolleys)
No capital investment needed for 2016 to implement – vehicles available
(availability will vary during spring and summer due to prior scheduling)
Proposed Operating Schedule for 2016 Spring & Summer – 96 days
o Hours from 10:00 am to 8:00 pm
o 7 day a week service during Spring Break – March & April
o Weekend service during summer months – May, June, July & August
o Service during summer holiday weekends
Ferry service alternative available for discounted rate
Project implementation proposed budget:
Cost per Trolley per hour - $60.75 (Preferred partner rate and current city rate)
Service period for 2016 of 96 days at 10 hours per day = 960 hours
Budgeting for average of 3 Trolleys in service for 96 days = $174,960
($58,320 / Trolley for the 96 days - Service frequency of Trolleys can be adjusted and
phased in based upon expected demand. Assuming that 2 – 4 vehicles will be in
operation an average of 3 is used. * holiday rates would be higher)
Budgeting Clearwater Ferry for 96 days at 10 hours per day = $38,400
(Ferry would accept the discounted rate @ $2 / passenger and be reimbursed by the
City. Estimated using 20 passengers per hour as an estimated average)
Temporary Message Boards – estimated cost 6 for 6 months @ $1,000 each - $36,000
App development for the parking map & directions / JT route - $5,000
Estimated Budget for 2016 Spring and Summer season - $250,000 to $300,000
If implemented, this park & ride service could also be used for the larger Events in the
downtown and beach to help people get to/from the remote parking.
Clearwater Beach Access Meeting
December 3, 2015
On December 3, 2015, City of Clearwater staff attended a meeting coordinated by the MPO/PPC staff to
discuss short, mid and long term actions that attending agencies may take to improve access to and
from Clearwater Beach during spring break, specifically, and overall. The MPO/PPC will be conducting

Another, longer-term idea discussed was the feasibility and utility of tolling the Sand Key Bridge. The
