Conference Room Public Art and Design Board Page 1 City of Clearwater Public Art and Design Board Meeting Minutes December 10, 2015 Roll Call Present 7 - Chair Alex Plisko, Vice Chair Neale A. Stralow, Board Member Judith B. Powers, Board Member Karen Cunningham, Board Member Jerri Menaul, Board Member Suzanne Ruley, and Board Member Eric Seiler Also Present - Christopher Hubbard — Cultural Affairs Specialist, Patricia O. Sullivan - Board Reporter 1. Call To Order The Chair called the meeting to order at 2:00 p.m. at the Municipal Services Building. 2. Approval of Minutes 2.1 Approve August 27, 2015 meeting minutes Member Powers moved to approve the minutes of the August 27, 2015 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Staff update on art project entitled "Accumulate" (Fire Station 45) Cultural Affairs Specialist Christopher Hubbard handed out photographs of the 'Accumulate"art project, which will hang above the Fire Station 45 lobby, too high for visitors to touch, firefighters will have a second floor view. The art project will be visible from Court Street at night but the windows'reflective coating will obstruct its view from outside during daylight hours. The lobby will be open during the day for public viewing. The dedication was planned for February 2016. In response to a question, Mr. Hubbard said the art project will be cleaned semiannually or annually, a cable-and-winch system was not installed due to concerns the art work would sway when moving it for cleaning and the globes would crack together. 4.2 Staff update on public art entitled "Untitled" (US 19/SR60 overpass) Mr. Hubbard distributed photographs of the US 191SR60 overpass public art project being completed in stages. Overpass walls feature decorative panels of waves, sand, shells, and sea shore which will be stained tan after the remainder of panels are installed. The City will maintain the under bridge blue LEDs. Mr. Hubbard said the ULI's (Urban Land Institute's) list of suggested projects included lighting the Memorial Causeway Bridge. It was recommended the ULI board add a Public Art and Design Board member. 4.3 Staff update on public art entitled "Silver Sentinel Mk. II" (Clearwater Main Library) Mr. Hubbard distributed drawings of the Main Library courtyard sculpture "Silver Sentinel Mk. IF'and discussed its developing design. The City finalized the contract agreement with artist Douwe Blumberg. The artwork, budgeted for$50,000, was being fabricated of an alloy that resisted rust and environmental damage and will resemble a tree, one branch may extend inside the library. The lowest leaves of the 30-foot tree will be 12 feet off the ground. Installation was planned for late spring/early summer. 4.4 New project: Carpenter Complex Phase II/Bright House Field Mr. Hubbard said public art funding from the Carpenter Complex Phase 11, Joe DiMaggio sports complex, and Solid Waste transfer facility projects totaled more than $150,000 and will be pooled. As Philadelphia had a significant mural program, a large scale mural featuring player action poses was planned for the backside of the new Bright House Field scoreboard. A Call to Artists was planned. Member Powers moved to appoint Board Member Jerri Menaul as Public Art & Design Board Chair, John Timberlake/Doug Kemp user representative), Felicia Leonard/Kris Koch (Parks & Recreation representative), Beth Warmath (artist representative), and a volunteer/ usher from Bright House Field (community representative) to the Bright House Field/Carpenter Complex Phase II public art selection panel. The motion was duly seconded and carried unanimously. 4.5 New project: Morningside Recreation Center Mr. Hubbard said the Morningside Recreation Center project was fast moving. He discussed the opportunity for an artist to design a wooden inlay for the periphery of the indoor basketball court using existing wooden slats. An honorarium will be provided for the design, the City will handle construction with artist review. It was stated the wooden inlay floor at the University of Tampa's Sykes Chapel was constructed of 3 types of engineered wood and could be refinished 3 times. Page 3 City of Clearwater Public Art and Design Board Meeting Minutes December 10, 2015 Mr. Hubbard said Ms. Weissman would participate via Skype. Paint will be considered if inlaid wood proves to be too expensive. Member Powers moved to appoint Board Member Suzanne Ruley as Public Art & Design Board Chair, Felicia Leonard (Parks & Recreation representative), Shaun Beasley (user representative), Joan Weissman (artist representative), and Bob Barry (community representative) to the Morningside Recreation Center public art selection panel. The motion was duly seconded and carried unanimously. 5. Old Business Item: None. 6. Director's Report 6.1. Municipal Services Building Hallway Painting Mr. Hubbard said the $6,000 mural project on the front stairway wall in the Municipal Services Building will commence after the holidays. Artist Beth Warmath will paint the 3-story mural with images of plants and animals from the Clearwater area: 1st floor— underwater, 2nd floor— land, and 3rd floor- sky. 6.2 Clearwater Mural Program Mr. Hubbard said the City's Mural Program was under development, Planning & Development Department review will ensure its compliance with Code. As conceived, businesses with mural ideas will be free to select an artist or choose one from the City maintained roster of qualified artists. Businesses wishing to commission murals will be required to sign an agreement accepting responsibility to pay for and maintain the mural until the mural no longer is wanted or its condition becomes unacceptable or irreparable. The City will encourage businesses to emulate the St. Petersburg model and feature positive, bright and engaging art that conveys an aesthetic, unifying statement and excludes advertising, nudity, violence, and religious or political icons. The City did not want battles re appropriateness. St. Petersburg businesses owners with murals saw increased traffic. In response to questions, Mr. Hubbard said artists could apply to Cultural Affairs staff for inclusion in the City's roster. The program will not require the use of specific materials. He will investigate the source of funds used by the City of Tampa to commission test murals by accomplished artists on the Poe Garage. The City will consider providing a stipend if funding could be sustained. Staff also was evaluating the Downtown Development Board's fagade program. Page 4 City of Clearwater Public Art and Design Board Meeting Minutes December 10, 2015 Discussion ensued re mural materials, partnerships with businesses with blank spaces who need ideas, and the loss of important works in other cities when copyright ownership was not clarified by contract. 6.3. Clearwater Sister Cities Delegation visit to Nagano Mr. Hibbard discussed the City delegation's visit to Nagano to celebrate the 55th anniversary of the Sister Cities relationship between the cities. 7.
