In order to provide continuity for research, the items will be listed in agenda order although not necessarily discussed in that order.
The meeting was called to order by the Chairman at 3:01 p.m. in the Commission Meeting Room in City Hall. He outlined the procedures and advised any aggrieved party may appeal a final
administrative order of the Municipal Code Enforcement Board to the Circuit Court of Pinellas County. Any such appeal must be filed within thirty (30) days of the execution of the order
to be appealed. He noted that Florida Statute 286.0105 requires any party appealing a decision of this Board to have a record of the proceedings to support such an appeal.
The Chairman of the Board welcomed new member John McKinney.
PUBLIC HEARINGS
Public Nuisance Clearing List 90-01-1
No public nuisance cases were submitted.
Mr. Aude questioned whether or not board members should report Public Nuisance violations they observe. Mr. Covert indicated he would request Mr. Zimmet, the board's regular attorney,
for an opinion.

Mr. Zinzow moved to accept the affidavits of compliance in Case Nos. 47-89, 129-89, 89-10-2-1, and 89-10-2-3. The motion was duly seconded and carried unanimously.
OTHER BOARD ACTION
Fine Status Report - Review continued to the February 14, 1990 meeting.
Discussion ensued regarding final outcome of liens filed and what can be done to force compliance. The Assistant City Attorney stated in some cases the City would need to file for
injunction to force compliance. This has only been done in cases involving a life safety hazard. In instances where a tenant is the violator and compliance is not reached, the owner
of the property may be cited. He stated a lien does not have to be filed against the property on which the violation has occurred but against any real or personal property owned by
the violator.
