Marlow, Board Member Emilio Gonzalez, Board Member Nola Johnson, Board Member Carmen Santiago and Board Member Lisa Tuttle Absent 1 - Board Member Candace Gardner Also present - Felicia Donnelly —Administrative Support Manager, Nicole Sprague — Official Records and Legislative Services Coordinator 1. Call To Order The Chair called the meeting to order at 6:30 p.m. at the Long Center. 2. Approval of Minutes 2.1 Approve minutes from July 28, 2015 meeting Member Marlow moved to approve the minutes of the July 28, 2015 Parks & Recreation Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Parks & Recreation - Projects Update Administrative Support Manager Felicia Donnelly provided and reviewed a project update log that is distributed monthly among city staff. In response to questions, Ms. Donnelly said the restroom renovation for Jack Russell Stadium will be accessible from the outside. Restrooms were provided at special use facilities and not at neighborhood parks. The light ballards on Beachwalk were concrete with polyaluminum tops. There were long term plans to expand McMullen Tennis Complex but there was no funding currently. Comment was made that a professional tennis stadium would bring revenue to the City. In regards to national guidelines, Ms. Donnelly said the City was within the standard with 3 golf courses, however there was a shortage of rectangular multi-use fields. 5. Old Business Item: None. 6. Director's Report Page 2 City of Clearwater Parks and Recreation Advisory Board Meeting Minutes October 27, 2015 Ms. Donnelly provided and reviewed a handout of Parks and Recreation agenda items that had been presented to Council between August and October 2015. In response to questions, Ms. Donnelly said the City did not keep statistics on the number of visitors to parks and facilities. The United States Department of Housing and Urban Development (HUD) tracked and provided funding to disadvantaged areas by zip code. In Clearwater, Ross Norton Recreation Center and North Greenwood Recreation Center received HUD funding. In regards to the approved Morningside Recreation Center, Ms. Donnelly provided and reviewed the Community Engagement Plan which contained a tentative project schedule. In response to a question, Ms. Donnelly said staff anticipated opening the facility in December 2017. Ms. Donnelly provided and reviewed the Parks and Recreation budget which included an organizational chart and an overview of departmental operations. 7. Committee Members to be Heard 8. Adjourn Attest* In response to a concern, Ms. Donnelly said the Enterprise Dog Park was closed for maintenance for a few hours 2 times a week. She will provide information as to why the dog park was closed during maintenance when it was not closed in the past. A suggestion was made to promote Moccasin Lake Nature Park at local schools. Ms. Donnelly said master planning efforts for the nature park were underway with $600, 000 in renovations budgeted. In response to a question regarding the Marina District, Ms. Donnelly said at its November meeting, Council approved to publicize a Request for Proposal for a planning firm for Coachman Park who will look at all the codes and districts that relate to the Harborview, •tuff property, and 4JJ The meeting adjourned at 7:39 p.m �Ahlv /vim► ,s' ir, Par s '7) Board Reporte City of Clearwater Page 3 Advisory Board
