1. Call To Order
The Chair called the meeting to order at 6:30 p.m. at the Long Center.
2. Approval of Minutes
2.1 Approve minutes from October 28, 2014 and April 28, 2015 meetings
Member Gardner moved to approve the minutes of the October 28,
2014 and April 28, 2015 Parks & Recreation Board meeting as
submitted in written summation. The motion was duly seconded
and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Resident Jerry Collins requested Parks & Recreation Board support of
construction of the Morningside Recreation Center.
Administrative Support Manager Felicia Donnelly said the City Council
would consider the project at its August 3, 2015 Work Session and
August 6, 2015 meeting. If approved, staff and the architect will gather
input from neighborhood residents during the design process. She will
forward a copy of the agenda item to Mr. Collins and board members.
Discussion ensued. Members and interested citizens were encouraged
to attend the Work Session and meeting.
4. New Business Items
4.1 Feedback from Park Tour
In response to a question, Ms. Donnelly said Damascus Road was a
public road and provided access to Coopers Point. Clearwater Christian
College was liquidating its holdings, including its 100-acre property with
20 upland acres.

4.2 Parks & Recreation - Projects Update
Ms. Donnelly provided an update of department projects:
Clearwater Beach: 1) East Shore Boardwalk plans being finalized, 2)
Barefoot Beach Pavilion contract renewed, owners to install expanded
bathroom facilities, 3) Pier 60 Park makeover starting late August.
Sports Venues: 1) City assuming programming management for Jack
Russell Stadium. New bathrooms to be built with $100,000 grant, youth
practicing on abutting field will have access, 2) Senior Games
Foundation to open office in Clearwater, possibly at Jack Russell
Stadium, 3) City applying for grant money to increase the number of courts
at McMullen Tennis Complex to 20.
Trails: 1) Waterside Bayshore Trail, connecting Ream Wilson/Courtney
Campbell trails, to be completed in 2016, 2) City acquired McMullen-Booth
Road property next to Ream Wilson overpass for trail-head parking, shade
structure, and restrooms; 3) City 2016 legislative priority will request $6
million from State for SR 60 overpass connecting Courtney Campbell/
Bayshore trails. City purchased SR 60/Bayshore corner property to
accommodate pedestrian bridge helix landing, 4) City investigating
subleasing nearby FDOT(Florida Department of Transportation) building
owned by FDEP (Florida Department of Environmental Protection),
5) Welcome sign installed nearby on Courtney Campbell Causeway.
Public Art: 1) Sculpture, "Middens,"installed by Clearwater Harbor
Marina, 2) Sculpture, viewable from street, to be installed in fire station
lobby on Court Street, and 3) Art panels installed on sides of US 19
overpass at SR 60. Underbelly painted blue, blue LED lights will be
installed. She hoped the County would continue the theme by painting the
McMullen-Booth overpass underbelly at SR 60 with the same blue color.
Ms. Donnelly reviewed CFY(Clearwater for Youth) donations and
reported the City had hired a new volunteer coordinator who was
working on the "Adopt a Street'program.
It was stated the blue color painted on the bridge underbelly stood out
and appeared beachy, similar to the ocean.

Ms. Donnelly will provide the board with a list of agenda items for
upcoming City Council Work Sessions and meetings.
5. Director's Report: None
6. Committee Members to be Heard
In response to questions, Ms. Donnelly discussed UPARC's new name,
Arc, and conceptual drawings for a regulated unpaved bike trail through
Coopers Bayou Park.
