Meeting Called to Order Chair Henley called the regular session of the Civil Service Board to order at 5:00 p.m. in the Human Resources Testing Room at the Municipal Services building. 2. Approval of Minutes of the Meetings of October 14, 1997, and October 28, 1997 Member Carroza moved to approve the minutes of October 14, 1997, and October 28, 1997, as submitted in writing to each member. The motion was duly seconded and carried unanimously. 3. Presentation of Performance and Behavior Management Program Human Resources Manager Cynthia Davis-Gryce presented an overview of the PBMP (Performance and Behavior Management Program). She noted the program is a two-year endeavor by the CAT (Constructive Action Team), scheduled for implementation on January 1, 1998. Disciplinary programs in other municipalities were reviewed by the CAT. All employees have developed departmental standards by which they will be measured. The City also held informational meetings on the PBMP process. Ms. Gryce reviewed the standards development process. The program is a systematic, flexible approach to deal with behavioral issues in a noncontroversial way. It seeks to identify issues, examine causes, and remove the barriers to success. The employee’s supervisor determines whether or not a problem is rooted in P. I. E. (Personal responsibility, Integrity, and Excellence) issues. Ms. Gryce explained integrity issues or “zero tolerance acts” involve actions of a serious nature that do not support the City’s Mission Statement and values, or Principles of Operation. Interim Director Steven P. Rosenthal said the PBMP is a prescriptive process requiring both employee and supervisor participation. It allows employees to participate in management of their own behavior or performance, and gives them accountability for behaving or performing to standards. The objective is to produce a resolution to the problem and salvage the employee. 4. Director’s Reports Mr. Rosenthal said a replacement for the vacant board seat still exists. An invitation has been extended to former City Manager Betty Deptula to serve on the CSB. (Civil Service Board). CSB members will be notified of her response. A question arose regarding the tenure of a CSB member appointed by the former City Manager. Assistant City Attorney Leslie Dougall-Sides will supply pertinent information to members regarding term limits. 5. Old Business A member asked if a resolution was reached with City employee Dane Heatherington. Mr. Heatherington had requested clarification of certain Civil Service Rules relating to promotions and the selection process. Mr. Rosenthal said three days after the last CSB meeting, Mr. Heatherington met with Systems & Technical Services Manager George Denty regarding his inquiry and the matter has been resolved. A letter dated October 17, 1997, was sent to CSB members regarding the matter. Mr. Rosenthal offered to copy CSB members again. 6. Other Items for Board Discussion Mr. Rosenthal said a number of changes regarding Civil Service Rules and Regulations need to be made, including the testing process for employees. 7. Employees/Citizens to be Heard No employees or citizens were present. 8. Adjournment The meeting adjourned at 5:53 p.m.
