1. Meeting Called to Order
The regular session of the Civil Service Board was called to order at 5:00 p.m. by John Doran, Chair, in the Human Resources Testing Room at the Municipal Services building.
2. Approval of Minutes - December 10, 1996
Member Carroza moved to approve the minutes of December 10, 1996 as submitted in writing to each member. The motion was duly seconded and carried unanimously.
3. Director’s Report
No formal report was given.
4. Old Business
No old business was discussed.
5. Other Items for Board Discussion
A member suggested that the process of re-appointments to City Boards be publicized in an edition of City Reflections. It was also suggested that the City Commission be informed before
vacancies on the Board occurs, rather than after the fact. It was noted that for employee-elected members the City Clerk’s office notifies employees through a Distribution B notice,
however it would be a good idea to publicize upcoming vacancies earlier than is currently publicized.
Human Resources Director, H. Michael Laursen, noted that Members Snair and Doran will not be accepting another term on this Board. Mr. Laursen thanked both of them for their support
and service and wished them well. Member Snair stated he was going to relocate in the future and did not feel it would be appropriate to renew his term.
Some members noted there have been very few grievances during their term on this Board. They felt that City management should be credited for the small number of
grievances, and that the Board also had a positive impact by its actions. The City has made great strides in supervisory training and review of policies and procedures.

There were no employees or citizens to be heard.
7. Adjournment
The meeting adjourned at 5:11 p.m.
The next meeting is scheduled for April 8, 1997 at 5:00 p.m. in the Human Resources Testing Room at the Municipal Services Building, Clearwater.
