Michael Laursen Leslie Dougall-Sides Gwen Legters Chair Board Member Board Member Board Member Board Member Human Resources Director Assistant City Attorney Board Reporter   The special session of the Civil Service Board was called to order at 5:00 p.m. to receive the Hearing Officer’s recommended order in the case of City of Clearwater vs. Gary Ellerson. Mr. Laursen read the charges into the record. The Hearing Officer’s proceedings and exhibits were submitted. Reading of the recommended order was waived. Copies of the above were received as exhibits by the Board. Neither the employee nor a representative was present. Assistant City Attorney Leslie Dougall-Sides, Clearwater Police representatives Captain Eggar and Lieutenant Daly, and Deputy City Manager Kathy Rice were present on behalf of the City. Assistant City Attorney Dougall-Sides stated it was found that Mr. Ellerson had knowingly falsified time sheets, which is a level 5 offense under the Civil Service Rules that can result in termination as a first offense. She related the findings of fact as presented to the Hearing Officer, indicating Mr. Ellerson had submitted time sheets to two different employers for the same dates and times on three different occasions. Copies of FLSA time sheets and an overtime log were circulated among board members. Ms. Dougall-Sides stated, as a police department employee, Mr. Ellerson had a disciplinary history of tardiness and failure to obey orders. She recommended upholding the recommended order of the Hearing Officer, who found there was just cause for termination. Member Carroza moved to uphold the Hearing Officer’s recommended order to dismiss Gary Ellerson. The motion was duly seconded and carried unanimously.
