DEFINITION OF SUBSTANTIAL COMPLETION Substantial completion is the stage in construction when a project or designated portion thereof is sufficiently complete in accordance with contract documents so that the Owner can use the work or portion thereof for its intended use. Items that affect operational integrity and function of the work must be capable of continuous use.
