ENVIRONMENTAL ADVISORY BOARD WORK SESSION MEETING MINUTES

The Chair Mike Flanery called the meeting to order at 4:00 p.m. in the MSB Conference Room
# 130.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
1. CITIZENS COMMENTS
None.
2. APPROVAL OF PREVIOUS WORK SESSION MINUTES
The Work Session Minutes of March 21, 2007 had the following changes:
Page 2 "Ordinance # xxxx-07" to read as "Proposed Ordinance # 7778-07"
Page 5 "rate structure could be improved from the City Commission" to read as
"rate structure to be reviewed by the City Commission"
Page 5 Item # 3 to read April 18th and not April 11th.
3. City Council MeetinQ
Mike Flanery stated that he would be attending the May 3, 2007 Council Meeting @
6:00pm and would like to present to the City Council a brief summary on the
Environmental Advisory Board's goals and recommendations on the following:
a. Purpose of the Environmental Advisorv Board
Purpose of the Environmental Advisory Board and Mission Statements
Limited communication with the City Council
Alternatives to Resolutions from Environmental Advisory Board (EAB)
Participation of EAB members in other groups (Surveys and Advisory
Groups)
Input re EAB's performances
Should EAB focus be on Health and Environment
b. Possible Proiects
Energy Efficiency Program
Pollution Abatement and Recycling Program Expansion
Use of Safer Products and Practices
Promote Community Awareness
Sustainability of Clearwater
Environmental Advisory 2007-4-18

c. Maior Initiatives
Green Business Certification Program
Climate Action Plan
Clearwater Livability Website
4. WORKSHOP
Various environmental issues were discussed by the Board Members:
Member Ron GreQorv discussed on:
To protect our natural resources and environment.
Look into energy efficient lighting and other means to reduce power consumption.
To have a community awareness program on environmental issues.
Climate Action Plan - Study and examine the initiatives and determine if the City
of Clearwater wants to participate in the Climate Protection Campaign. This could
be a goal for the Environmental Advisory Board.
Chair Mike Flanerv stated that communications with the City Council were limited and
inquired of ways to bring EAB's concerns and recommendations to the City Council's
attention.
Member Sandra Jamieson suggested the Board prepare a cover letter with areas of
concerns, interests, recommendations, sounding board issues as bullet points which
could be attached to the minutes. This would make the EAB Board more visible.
Green Building Practices
Recycling Program Expansion and Pollution Abatement.
Reduce the use of pesticides and fertilizers.
Impact on neighborhood re-development, which can be overpowering to
neighboring houses.
5. Board Member ResiQnation
Mike Flanery officially announced the resignation of Member Nelda Gant from the EAB
Board and invited citizen Anna Fusrari to apply to the EAB Board.
6. ESTABLISH AGENDA
1. Council's comments/response from May 3rd Council discussion with Chair Mike
Flanery.
2. Decide EAB's key priorities - 1 year plan for next year 2008
3. Address future projects such as the Pinellas County's list of projects for Tampa
Bay such as, tidal gates and culverts on the Courtney Campbell Causeway.
7. ADJOURNMENT
The meeting was adjourned at 5:45 pm
