1. Call To Order
The Chair called the meeting to order at 2:00 p.m. at the Long Center.
2. Approval of Minutes
2.1 Approve minutes from March 12, 2015 meeting
Member Powers moved to approve the minutes of the March 12,
2015 Public Art & Design Board meeting as submitted in written
summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Board review & approval of Sculpture360
Board review and approval of sculptures selected for Sculpture360: Season
VII to be installed in the 400-600 blocks of Cleveland Street between July
2015 and December 2016. Recommendation will be presented to City
Council at next available public meeting.
Cultural Affairs Specialist Christopher Hubbard said the next season of
Scupture360 artwork will remain in place for 18 months. Staff will evaluate
the extended installation.
The selection committee's rankings will be presented to the Public Art &
Design Advisory Board for approval at a Special Meeting (date to be
determined) and then will be submitted to the City Council.
4.2 Board review & approval of sculpture at Clearwater Main Library courtyard
Board review and approval of sculpture selected for permanent installation at
the Clearwater Main Library courtyard. Recommendation will be presented
to City Council at next available public meeting.

Mr. Hubbard said library stakeholders have been reviewing approximately 20
freestanding sculptures for the Main Library courtyard alcove. Maintenance
costs will be considered. The review committee, chaired by Member Menaul,
will consider those recommendations when ranking the submittals. The
budget for the sculpture is $45,000.

4.3 Update on progress of project "Accumulate"
Staff update on progress of public art project entitled "Accumulate" by artist
Aaron Stephan at Fire Station 45.
Mr. Hubbard said the 'Accumulate"project was on schedule. The
Engineering and Planning & Development departments were reviewing
artist plans for a tighter sphere of glass balls to hang above the station's
lobby. The sculpture will be illuminated with fixed lighting.
4.4 Update on progress of public art "Middens"
Staff update on progress of public art project entitled "Middens" by artist Cliff
Garten at Clearwater Harbor Marina.
Mr. Hubbard said "Middens"will be installed on July 7, 2015, following
the holiday weekend. Most preparation work was completed. A press
release re the project will be sent to Water's Edge and Pierce 100
residents. In the future, it may be possible to coordinate sculpture LED light
shows with LED lighting planned for the Memorial Causeway Bridge.
4.5 Update on progress of public art "Untitled"
Staff update on progress of public art project entitled "Untitled" by artist Joan
Weissman at Countryside Branch Library.
Mr. Hubbard said artist Joan Weissman's terrazzo artwork project at the
new Countryside Library was nearly completed, the Library Director said
the floor looked gorgeous. He complimented Ms. Weissman re the
straightforward installation process and for averting cost overruns. The
artist's signature was near the main entrance.
Board members were invited to the library's grand opening and dedication
of the art project on October 17, 2015 from 10:00 a.m. to noon.

Mr. Hubbard reported Marlene Rose was developing a downtown studio
across from the Capitol Theatre, he did not know if the studio will have kilns.
It was noted Marlene Rose was an internationally famous artist with a huge
collection, and the studio will be a big boom for downtown.
Mr. Hubbard said the Clearwater Center for the Arts, now open in the
600 block of Cleveland Street, was working with the DDB (Downtown
Development Board) and CRA (Community Redevelopment Agency) to
host monthly Art in the Park events for local artists, musicians, and
vendors at Station Square Park, beginning June 20.
Mr. Hubbard said the Clearwater Arts Alliance was working on a map for a
walking tour of public art in downtown and a design program to wrap signal
boxes with vinyl skins.
Mr. Hubbard reported the City had determined the Strand Building at
1100 Cleveland Street was abandoned and unsafe.
Mr. Hubbard said it was likely that public art funds for the Sid Lickton
Ballfield Complex and Bright House Field projects will be combined. A mural
bordering the top on the Sid Lickton press box had been suggested.
In response to a question, Mr. Hubbard said groundbreaking for the
veterans'memorial was scheduled for the day after Memorial Day. The
construction manager was developing a project time frame.
Murals
Mr. Hubbard reviewed current mural programs in Atlanta, Portland,
Oregon, and St. Petersburg. The City of St. Petersburg was researching a
mandatory public art program for private developers. Should the
program be successful, it may be worthwhile for Clearwater to
reinvestigate that opportunity.
Concern was expressed that a mural in New York City was destroyed
when the building was razed. It was stated an influential artist had painted a
mural, commissioned by an endowment, on a southern California building.
When the building changed hands, the new owner began painting over the
mural. According to the mural's contract, the new property owner was
defacing the mural without the artist's permission, the mural had been
commissioned for its life span. It was suggested that artists obtain copyrights
for their murals, and require that they be consulted before their murals are
manipulated.
Discussion ensued regarding the life span of murals and the importance
of maintaining them in good condition. It was suggested contracts
include a maintenance agreement that balances the resources of the
property owner with the intent of the artists. It was stated that graffiti can
be removed from murals covered by clear coat, a fairly inexpensive
product that can be applied every 5 years.

Mr. Hubbard said a mural covered in UV paint should not fade. Discussion
ensued regarding graphic murals that adhere to porous surfaces. Concern
was expressed that mold may develop behind graphic skins.
Fire Station 50
It was reported the Fire Chief had requested that public art funds far the
Countryside Fire Station 50 rehab project be transferred to the discretionary
fund for use in an appropriate location that is accessible to the public.
Member Powers moved to transfer public art funds from the Fire
Station 50 rehab project to the Public Art discretionary fund to
supplement public art projects in locations that are publicly
accessible. The motion was duly seconded and carried unanimously.
Surfstvle Parking Garage
It was reported that Surfstyle was considering replacing its mural with
changing photographic images, that will not operate during turtle season
if they reflect too much light. People around the base of the building
would be able to view the images, which will be similar to art animation
and feature a lenticular design. Surfstyle thinks the change will
encourage more nighttime activity along this section of BeachWalk.
Mr. Hubbard said it would be suitable for Surfstyle to present the proposed
changes to this board.
