Sullivan - Board Reporter 1. Call To Order Acting Chair Jonson called the meeting to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve minutes of June 11, 2015 Pension Advisory Committee meeting as submitted in written summation. Member Hamilton moved to approve minutes of June 11, 2015 Pension Advisory Committee meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None 4. New Business Items 4.1 Recommend approval of the new hires for acceptance into the Pension Plan as listed. Name, Job. He transferred to a full time position effective 6/01/2015, and will be eligible for pension as of 6/01/2015. ** Matthew Blansit was employed in a temporary position from 8/11/2014 to 6/13/2015. He transferred to a full time position effective 6/15/2015, and will be eligible for pension as of 6/15/2015. Member Newland moved to recommend approval of the new hires for acceptance into the Pension Plan as listed. The motion was duly seconded and carried unanimously. Page 2 City of Clearwater Pension Advisory Committee Meeting Minutes July 9, 2015 4.2 Recommend approval of the following request of employees Vicki Dettenwanger, Finance Department, and Stephen Sarnoff, Solid Waste General Services Department, for a regular pension as provided by Sections 2.416 and 2.424 of the Employees' Pension Plan. Vicki Dettenwanger, Risk Management Specialist, Finance Department, was employed by the City on July 24, 1995, and her pension service credit is effective on that date. Her pension will be effective October 1, 2015. Based on an average salary of approximately $42,027.16 over the past five years, the formula for computing regular pensions and Ms. Dettenwanger's selection of the Single Life Annuity, this pension benefit will be approximately $23,118.12 annually. Stephen Sarnoff, Solid Waste Accounts Coordinator, Solid Waste General Services Department, was employed by the City on October 14, 1989, and his pension service credit is effective on that date. His pension will be effective August 1, 2015. Based on an average salary of approximately $47,448.29 over the past five years, the formula for computing regular pensions and Mr. Sarnoff's selection of the 100% Joint and Survivor Annuity, this pension benefit will be approximately $32,283.36 annually. Section 2.416 provides for normal retirement eligibility for non-hazardous duty employees hired prior to the effective date of this reinstatement (1/1/13), a member shall be eligible for retirement following the earlier of the date on which a participant has reached the age of fifty-five (55) years and completed twenty (20) years of credited service; the date on which a participant has reached age sixty-five (65) years and completed ten (10) years of credited service; or the date on which a member has completed thirty (30) years of service regardless of age. For non-hazardous duty employees hired on or after the effective date of this restatement, a member shall be eligible for retirement following the earlier of the date on which a participant has reached the age of sixty (60) years and completed twenty-five (25) years of credited service; or the date on which a participant has reached the age of sixty-five (65) years and completed ten (10) years of credited service. Ms. Dettenwanger and Mr. Sarnoff have met the non-hazardous duty criteria. Member Damico moved to recommend approval of the following request of employees Vicki Dettenwanger, Finance Department, and Stephen Sarnoff, Solid Waste General Services Department, for a regular pension as provided by Sections 2.416 and 2.424 of the Employees' Pension Plan. The motion was duly seconded and carried unanimously. 4.3 Set hearing date for Daniel Luna for non-job-connected disability pension Human Resources Director Joe Roseto reviewed Daniel Luna's application for a non-job-connected disability pension and requirements of the Code. There was no meaningful work Mr. Luna could do for the City. None of the listed exclusions applied. Mr. Roseto said Mr. Luna was terminally ill. While Mr. Luna tried diligently to comply with all Page 3 City of Clearwater Pension Advisory Committee Meeting Minutes July 9, 2015 plan requirements, the City did not receive all of Mr. Luna's medical records and an IME (Independent Medical Exam) was not performed. The Pension Attorney said in this situation, the committee could accept medical documentation in place of an IME. Member Hamilton moved to accept into evidence the entire file, inclusive of the personnel file, interrogatories, and medical records. The motion was duly seconded and carried unanimously. Member Hamilton moved to accept Mr. Luna's medical records as sufficient in lieu of an IME. The motion was duly seconded and carried unanimously. Mr. Luna was thanked for his service to the City and offered best wishes. Member Damico moved that Daniel Luna met the requirements for a disability pension as he is disabled due to sickness or injury, such disability is likely to be continuous and permanent from a cause other than those listed as general disability exclusions, and such disability renders the participant unable to perform any useful, meaningful and necessary work for the employer in an available position for which the participant is reasonably qualified or for which the participant may be reasonably trained to perform. The motion was duly seconded and carried unanimously. 5. Director's Report Mr. Roseto welcomed Committee Member Greg Newland. 6. Committee Members to be Heard Member Newland thanked employees for the opportunity to serve on the committee and hoped he would be an asset. Member Jonson encouraged members to attend FPPTA (Florida Public Pension Trustees Association) classes in October. 7.
