05/06/2015 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARATER May 6, 2015 Present: Chair Denise L. Rosenberger, Board Member Richard Porraro, Board Member W. Bruce Brock, Board Member Paul A. Doric Absent: Vice Chair Thomas D. Black Also Present: William Morris — Marine & Aviation Director, Gordon Wills— Operations Manager, Patricia O. Sullivan — Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Citizens to be Heard re Items Not on the Agenda: Ellen Hess said the Airpark was not brought up for discussion at the last Board of Directors meeting of her Homeowners Association. She appreciated FBO (Fixed Base Operator) Dave King's offer to speak to the group and thanked Marine &Aviation Director William Morris for attending her neighborhood's block party. 3 —Approval of Minutes 3.1. Approve the minutes of the February 4, 2015 Airpark Advisory Board meeting as submitted in written summation. Member Doric moved to approve Item 3.1. The motion was duly seconded and carried unanimously. 4—Tenant & Lease Report from FBO FBO representative Barbara Cooper reported on tenant levels and visitors; the Airpark was incredibly busy and almost reached capacity. 5—Old Business 5.1. Hangar D Project Update Operations Manager Gordon Wills said most of the old hangar was removed. ADA (Americans with Disabilities Act) requirements include dual bathrooms, a mop sink, and emergency eye wash station. The replacement project should be completed within 120 days. 5.2. Helicopter Operations at Airpark Ms. Cooper said the flight school listened to suggestions to resolve complaints and made changes to its flight patterns. Mr. Wills said the flight school wants to be a good neighbor and complaints have waned. Since February's board meeting, 1 person complained twice re flight school helicopter training and once re Coast Guard helicopter rotations during Open House. 6 — New Business Airpark Advisory 2015-05-06 6.1. Discussion — Open House Ms. Cooper said the Open House had perfect weather and attracted a large crowd. She reviewed popular activities, including arson and K9 dogs, fire trucks, helicopters, unique airplanes on display, plus a flight/space ship simulator. Many took advantage of discounted airplane and helicopter flights. CAP (Civil Air Patrol) members parked vehicles, served hot dogs, and lead the flag raising ceremony. The Airpark was praised for hosting the fun event and thanked for staff efforts. 6.2. Discussion - Beacon Mr. Wills complimented Chair Rosenberg re her presentation of the board's annual report to the City Council. Mr. Wills said a beacon, an alternating green and white light visible for 30 miles, would pinpoint the Airpark's location, which is surrounded by lights and difficult to see at night from the air. The project would need to be added to the JACIP (Joint Automated Capital Improvement Program) list. He will verify if the beacon could be turned off at night when the Airpark runway closes. Support was expressed for a beacon, with comments that it would serve as a valuable waypoint for pilots and that pilots may be able to activate it at night in the same way runway lights can be activated. Ms. Hess said few neighbors pay attention to the Airpark anymore. She supported the beacon if it improves safety. Items not on the Agenda A member reported on contacts he received after an airplane broadcasting an unregistered emergency locator signal from a nearby hangar was mistaken for his airplane. It was indicated the EAA (Experimental Aircraft Association) needs meeting space for 30 - 35 members; EAA would accept responsibility for the space. It was stated the CAP had not responded to inquiries re use of its facility. Concern was expressed that the City and many local businesses had contributed to the CAP and Veterans Alliance buildings. Mr. Wills will contact the Veterans Alliance re the proposed use.
