The Chair called the meeting to order at 2:00 p.m. at City Hall.

Member Cooper moved to approve the minutes of the June 2, 2015 Building/Flood Board of
Adjustment and Appeals meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.

Building Flood 2015-07-07 1
Building Official Kevin Garriott said the 1100 building was nearly secured and continued to be
marketed for sale. The telephone company obtained permits to remove the antennas. There
was no indication the property owner would pursue the permitting and site plan process.
Assistant City Attorney Laura Mahony said the property owner's attorney gave notice re intent to
appeal the board's June 2, 2015 decision.
Mr. Garriott said the City will request the board to determine that Gulf front seawall between
Cambria Street and the Carlouel subdivision gate does not function as a seawall and is not
subject to Code requirements for a seawall. It was requested that the City also survey properties
north of the gate for evidence of seawall.
It was stated the Town of Indian Shores had increased its BFE (Base Flood Elevation) by 3 feet
and it was suggested the City also raise its BFE to qualify for a better FEMA (Federal
Emergency Management Agency) rating. It was recommended that the City obtain input from
the beach homeowners association before pursuing a change. Mr. Garriott said the flood plain
management ordinance was being rewritten and there was no plan to add additional freeboard.
