The meeting was opened by Study Committee Member Curtis Waldon at 7:15 p.m. at St. Brendan’s Church, 245 Dory Passage, Clearwater.
ITEM #1 – Welcome – Study Committee
Mr. Waldon introduced members of the Island Estates NCOD Study Committee that were present: Lars Warn, Jack Heckert, Kirk Waldon, Phylis Boksen, and Chuck Stebbins. Also present were
Assistant Planning Director Lisa Fierce, Long Range Planning Manager Gina Clayton, Senior Planner Rich Kephart, Neighborhood Services Coordinator Melody Benbow, Planner Lochen Wood,
and Board Reporter Brenda Moses.
ITEM #2 – Overview of Last Public Meeting – Melody Benbow, Neighborhood Services Coordinator
Neighborhood Services Coordinator Melody Benbow said at the last public NCOD (Neighborhood Conservation Overlay District) meeting, citizens participated in developing a “strengths and
weaknesses” list regarding Island Estates. Staff discussed the intent of the NCOD.
ITEM #3 - Presentation and Review of Neighborhood Strengths and weaknesses List
Ms. Benbow said an exercise was performed by citizens regarding the neighborhood’s “strengths and weaknesses”. Results compiled from the last meeting are attached to the agenda along
with an explanation of the NCOD process.
1. Small group discussions
From 7:14 to 8:26 p.m. meeting attendees broke into 4 groups with a minimum of one study committee member in each group.
2. Addition of strengths/weaknesses not listed
A spokesperson from each group reviewed the additions to the strengths/weaknesses list.
ITEM #4 -Ranking of neighborhood strengths and weaknesses
In order to prioritize the strengths and weaknesses, every attendee was given 3 green dots (strengths) and 3 red dots (weaknesses) to indicate their agreement with the strengths listed.
