(item #3) Bitterllli & Assocs. (#3) Board Reporter, City Clerk Department The meeting was called to order by Chairman Shuford 9:05 a.m. in the Central Permitting Conference Room. In order to provide continuity, the items will be listed in agenda order although not necessarily discussed in that order. ITEM 1 - The minutes of the February 16, 1995 meeting were approved as submitted. ITEM 2 - Dosatron International (PSP 93-16), 2090 Sunnydale Blvd. Applicant proposes to modify the site plan previously approved by the DRC on October 14, 1993 to expand an existing 5,000 sq. ft. building to add 14,750 sq. ft. for warehouse/manufacturing use in producing fertilizer injectors and appurtenances. The applicant or applicant's representative presented the site plan/plat and staff presented their comments in writing. Staff specifically indicated the conditions below, and in the ensuing discussion it was noted that any reference to "future"construction indicated on the site plan should be eliminated. The dumpster is located on a site which is too narrow and will be relocated. It was suggested the parking space be moved to the north and the dumpster relocated at an angle, past the setback. Inclusion of a recycling dumpster was suggested. minDR03a.95 1 03/02/95 The City Engineer noted the first parking space backs into the driveway and suggested elimination of that space; he noted the need for accommodating truck traffic and said the 30 parking spaces indicated would require six inch striping and stop bar (only 19 spaces are required). He suggested use of Standard Index 1994, Series 600 for traffic control. . Impact fees require an indication whether the structure is warehouse or manufacturing. The applicant was asked to clarify the parking formula (4-1/2 per 1,000 sq. ft.). The applicant will note on the site plan that the proposed project is located in Clearwater Industrial Park. Open space calculations will be reviewed. Building setbacks are 50 ft. from the street; 25 ft. from the side lot lines; and 20 ft. from the rear. Listed below are suggested DRC conditions for final approval: 1. Signs and fencing/walls are subject to separate review and permitting processes. 2. The requisite building permits must be procured within one (1) year from the date of certification of the final site plan and all requisite certificates of occupancy must be obtained within three (3) years of the date of certification of the site plan. Prior to certification, the surrounding zoning shall be shown on the final site plan. Prior to certification, the site plan shall be reconfigured to reflect the Clearwater Industrial Park deed restrictions. Prior to certification, the Dumpster Requirement Form must be completed and returned to the City Solid Waste Department. Prior to issuance of a certificate of occupancy, the dumpster/compactor must be visually screened, and gates must be provided with a minimum 12 ft. clear opening to the front for access by Solid Waste trucks. Prior to certification, a copy of the SWFWMD permit application is to be provided to Engineering Site Plan Review. Prior to the issuance of a building permit, a copy of the approved SWFWMD permit is to be provided to Engineering Site Plan Review. Backflow prevention devices must be installed by the City with applicable fees being paid by the owner. The 33 ft. right-of-way easement which contains a 16 in. raw water line is to be shown on the plan. The proposed building cannot be built until a portion of the easement is vacated. The Clearwater Engineering Dept. will recommend 8 ft. of the west 33 ft. be vacated. 11. The plan is to show the existing lOft. drainage and utility easement along the north side of the site. The proposed detention pond cannot encroach into the easement. 12. There will be an assessment fee for connection to the City of Clearwater sanitary sewer system. The sewer impact fee is based on the size of the water meter, any of the LicenseIPermit Specialists at Central Permitting can provide the exact fee to be paid. 13. Sidewalks are required adjacent to all street rights-of-way. 14. Prior to issuance of a building permit, a landscape plan shall be submitted to Environmental Management. 15. Applicant shall, on the preliminary and final site plan, show all protected trees by size, species, and location. Prior to the issuance of a building permit, applicant shall acquire a clearing and grubbing permit and a tree removal permit (or a no tree verification form) from Environmental Management. Prior to issuance of a building permit, applicant shall provide to Environmental Management and Engineering an approved copy of all necessary local, state and federal permits that may be required. Prior to certification, the site plan must reflect the use of raised curbs or protective timbers where interior landscaped areas abut pavement. The landscape plan must be revised to include buffer plantings on the north property line. 75% shrub coverage on the south property line and 56 interior shrubs. The related final plat shall be recorded within one (1) year from the certification date of the preliminary plat or prior to issuance of a certificate of occupancy, whichever comes first. The applicant shall contact Parks & Recreation for the required recreation/open space assessment fee, which shall be paid prior to certification. Senior Planner Lou Hilton made a motion to approve the preliminary site plan with the above DRC suggested conditions, incorporating into the motion the comments made by staff. The motion was duly seconded and carried unanimously. ITEM 3 - Countryside Recreation Center (pSP 95-11), 2640 Sabal Springs Drive. The applicant proposes to construct a 16,964 sq. ft. recreation building with a gymnasium with associated parking, landscaping and stormwater detention area. The applicant or applicant's representative presented the site plan/plat and staff presented their comments in writing. Staff specifically indicated the conditions below, and in the ensuing discussion it was noted that the feature of the facility is the large multi-purpose room/gymnasium building, having 22 ft. high interior ceiling height which, with superstructure and parapet walls, brings the total height to 31 ft. The applicant described gymnasium and adjunct facilities: game rooms, arts and crafts, control room, lobby, staff areas, bathrooms, heating room, fitness room, an 886 sq. ft. storage area and the proposed surface and turf parking. Fire protection is not immediately adjacent to the site, is not looped, and will brought in by a 6" water main from the east. Ream Wilson, Parks & Recreation Director, offered a brief presentation, described the buffers and berms, and the primary parking in the Florida Power easement west of the park, stressing Florida Power does not want any impervious surface to cause a SWFWMD permit or encumbrance of the easement. As a park, grass parking would be allowed, but the roadway must be as stable as possible and Mr. Wilson asked for suggestions for a pervious material; after considerable discussion, it was agreed that, while an asphalt roadway would be preferred, crushed concrete or roadway shell would be best for pervious treatment. Budget constraints were stressed. All roads will be indicated as pavement for preliminary review and the purpose of identification only. The applicant noted the 43 ft. loop dropoff is sized to handle fire vehicles' turnaround. Water minDR03a.95 3 03/02/95 retention and drainage was discussed, and Westchester Lake was mentioned as a retention pond. A small culvert and swale was suggested along the parking lot. It was recommended, for a SWFWMD permit, the entire location be combined as one site, with the City as the applicant and operating agency. County requirements will be investigated. . Landscaping irrigation of the site is not part of the present contract and will be addressed later. Specifications for the landscaping of the County property as required by Florida Power may require permits and irrigation, and a legal opinion relative to annexation was suggested. It was noted annexation of the location would take approximately 90 days and it was anticipated that such action would not unnecessarily delay the site plan approval process. It was noted that some sidewalks indicated will be "future" due to cost constraints and may not be in this project's budget. If the circular loop were eliminated, fire equipment could back down the driveway to turn around, and the fire hydrant located at the loop would be relocated nearer the roadway. This application will be presented to the City Commission on March 20, 1995. Listed below are DRC suggested conditions for final approval: 1. Signs and fencing/walls are subject to separate review and permitting processes. 2. The requisite building permits must be procured within one (1) year from the date of certification of the final site plan and all requisites certificates of occupancy must be obtained within three (3) years of the date of certification of the site plan. The applicant will obtain a height variance to accommodate the 31 ft. total height. Prior to the issuance of a building permit, a clearing and grubbing permit and a tree removal permit (or a no tree verification form) are required. Prior to certification, a copy of the SWFWMD permit application and calculations shall be provided to Environmental Management. The water line will have to be looped out into the roadway. The 2" water line to the small bathroom to the north will have to go 6" to the fire hydrant and loop with a minimum of 4" so that there is not a dead end water line. The dumpster location will be angled and moved. The elliptical concrete pipe across the roadway will be a round pipe if clearance permits; if not, use ductile iron. DOT will be contacted for requirements for cut if driveway goes out to SR #580. Driveways will be shown on future plans. The 20 ft. center cross isle in the Florida Power parking lot will be widened to 24 ft. Posts, wheel stops or the like will be used to define parking spaces. Signs and/or identification markings will be placed at intersections and noted on the site plan. 6 in. striping will be used on new portions of the paved parking lot, and signing and marking will be to DOT standards. The maintenance berm around the triangular pond shall be 6 ft. wide. The number of handicapped spaces shall be in accordance with requirements of the Land Development Code (no parking spaces to be located in right-of-way). . 3. 4. 5. 6. 7. 8. 9. 10. A height requirement variance to accommodate the gymnasium roof mechanical equipment and parapet will be obtained by Parks & Recreation. Mechanical equipment on the roof will be anchored and secured to the roof and mounted on structural steel hurricane-proof curbs. 19. 20.
