(#3) Board Reporter, City Clerk Department The meeting was called to order by Chairman Scott Shuford, Director of Central Permitting in the Central Permitting Conference Room. In order to provide continuity, the items will be listed in agenda order although not necessarily discussed in that order. Agenda item No. 1. The minutes of the February 2, 1995 meeting were approved as submitted. 2. Ridgehaven Plaza, west side of U.S. 19, N., of Sunset Point Road. The applicant proposes to construct a retail outlet consisting of a 42,933 sq. ft. main building with a 3,068 retail outbuilding fronting Sunset Point Road. The westerly 360 feet of the Ridge Haven Trailer Park is in the process of being annexed and combined with the Easterly 200 feet of the trailer park to form a Commercial Planned Development. FDOT has preliminarily approved the proposed site access from US 19. Amendments have been made to the plan as a result of DRC Preliminary Review as discussed in the attached list of conditions for DRC/Commission approval and the draft DRC minutes of February 2, 1995. minDR02b.95 1 02/16/95 . . . It was indicated the applicant was requesting approval prior to first reading of a zoning issue by the City Commission. A lengthy discussion concerning structural composition of Lawson Road ensued and it was noted that the sub grade is inconsistent, having variable lower or higher LBR sub grade (density). City Engineer Rich Baier expressed concern with the City assuming responsibility for correcting future damage to Lawson due to trucks. Core samples revealed 1.75" to 2.75" subgrade strata. It was suggested that the applicant give cores to City Engineers so they could design what the City would need. The applicant said he did not want to bear the entire cost of Lawson Road improvement, cited other users and requested credit for part of the impact fee. Mr. Baier suggested a 2" asphalt surface; the applicant said 1-112" takes one lift of asphalt and 2" would take two mats (lifts) and be too costly. Mr. Hilton illustrated the road strata and wearing course on the whiteboard. Mr. Shuford noted this issue would be the only change to the preliminary site plan. The applicant indicated he would not post a performance bond under any circumstances; he will only bond new construction, not road improvements. At the insistence of Mr. Baier, the applicant agreed to provide a 2" asphalt overlay and to even and straighten the edge lines of Lawson Road and "dress it up". The applicant will note the square footage of existing buildings, including the 66 mobile homes on the plan. With the following two items noted on the plan, Mr. Shuford asked that 24 sets of plans be provided, and said the preliminary drawings could be presented to the City Commission at the meeting tonight: 1. Provide two in. (2 ") PC-1 (similar to S-l) asphalt overlay for Lawson Avenue, straighten and even the edge lines of Lawson Avenue and dress up. 2. Note the square footage of existing buildings on the plan. Listed below are DRC suggested conditions for final approval: Planning & Development 1. Signs and fencing/walls are subject to separate review and permitting processes. 2. The requisite building permits must be procured within one (1) year from the date of certification of the final site plan and all requisites certificates of occupancy must be obtained within three (3) years of the date of certification of the site plan. 3. The related final plat shall be recorded within one (1) year from the certification date of the preliminary plat or prior to issuance of a certificate of occupancy, whichever comes first. 4. The dates and conditions for approval by the Planning and Zoning Board for conditional use approval and the Development Code Adjustment Board for variance approval shall be provided on the preliminary plat/site plan prior to certification. 5. A Unity of Title shall be recorded prior to certification ofthe site plan. minDR02b.95 2 02/16/95 . . . Environmental Management 1. Prior to issuance of a building permit, a landscape plan shall be submitted to Environmental Management. 2. Prior to the issuance of a building permit, a clearing and grubbing permit and a tree removal permit (or a no tree verification form) are required. 3. Prior to certification, a copy of the SWFWMD permit application and calculations shall be provided to Environmental Management. 4. Prior to issuance of a building permit, a copy of the approved SWFWMD permit shall be submitted to Environmental Management. Parks and Recreation 1. The applicant shall contact Parks & Recreation for the required recreation/open space assessment fee, which shall be paid prior to certification. Site data on the site plan does not indicate existing square footage of buildings or mobile home coverage on site. Might be exempt if square footage of current structures and mobile homes is not exceeded by more than 50% 3. Monin Office, Manufacturing Facility, 2100 Range Road. The applicant proposes to construct a 32,200 sq. ft. one story 20 ft. high manufacturing and office building to house the Monin sugar water production and administrative operations with provisions being made for a future 25,325 sq. ft. one story addition. Associated parking and landscaping to ADA standards with the appropriate stormwater detention signage have been provided for. Speaking for the applicant, Mr. Jeffrey Izzo described the project as a vacant 32,000 sq. ft. site, with 56 parking spaces which will use the existing retention swales, and requested preliminary comments in order to present an acceptable plan; Mr. Shuford replied that initially all site data should be on one sheet. Sunshine Drive was suggested as an entrance and a 20 ft. setback off right-of-way on Sunshine; no setback is required on the side or rear. The sidewalks on Range Road should be addressed and sidewalk ramps shown. It was noted that landscaping was not sufficient to meet codes. Water quality volume calculations would be needed for the retention pond as well as stormwater calculations. A 4% open space fee will be required prior to certification of site plan, and the tentative address of the premise is 2100 Range Road. Mr. Meerians made a motion to continue this item to a date uncertain. The motion was duly seconded and carried unanimously. Parking formula shall be established, i.e. industrial establishment, one space per employee plus additional 10% for visitors; manufacturing, one space per 1,500 sq. ft. of floor area; warehouse, one space per 400 sq. ft. of floor area. Fire Department 1. . 2. 5. 6. 7. 8. . 1. A fire hydrant assembly shall be installed not more than 300 ft. from the structure. 2. If structure requires or has installed an automatic fire sprinkler system, a Fire Department connection shall be installed a minimum of 15 ft. from the structure, adjacent to a paved drive and within 30 ft. of a fire hydrant assembly. Public W orks/Engineerinfj Prior to certification, the Dumpster Requirement Form must be completed and returned to the City Sanitation Department. Dumpster must have easy access. Prior to the issuance of a certificate of occupancy, the dumpster/compactor must be visually screened, and gates must be provided with a minimum 12- foot clear opening to the front for access by Sanitation trucks. Prior to certification, a copy of the SWFWMD permit application is to be provided to Engineering Site Plan Review. Prior to the issuance of a building permit, a copy of the approved S WFWMD permit is to be provided to Engineering Site Plan Review. Prior to certification, the final site plan must be signed and sealed by a Professional Engineer registered in the State of Florida. A Pinellas County Public Health Unit Permit, Ingress/Egress and a 10 foot Utility Easement over the proposed water mains up to and including meters, backflow prevention devices and hydrants are required prior to the issuance of a Building Permit. 5. Prior to certification, a copy of the SWFWMD permit application is to be provided to Engineering Site Plan Review. 6. Prior to the issuance of a building permit, a copy of the approved SWFWMD permit is to be provided to Engineering Site Plan Review. 7. Reduced pressure backflow prevention devices must be installed by the City with applicable fees being paid by the owner. The Engineer is to show elevations on sanitary sewer extef1sion to assure that it will clear the existing storm line in front of the site. A four ft. sidewalk one foot off property is to be shown on the site plan. Remove all comments to anything being "future" as this presents some confusion i.e., the proposed storm water pond being sized for future development. 10. 11. 12. Traffic Engineering 1. Project will be subject to Pinellas County Transportation Impact Fee. 2. Show onsight lighting, stop signs and pavement markings. 3. Sidewalk ramp to be shown. Environmental Management 1. Bayside Nursing Pavilion; located at Bayview Gardens Morton Plant Congregate Care Health Facility. Site plan revised per direction of February 2, 1995 DRC meeting. Mr. Shuford included a courtesy review of Bayside Nursing Pavilion and noted conditional use was approved at Tuesday's Planning & Zoning Board meeting. Sky Harbor sidewalk was noted, and also that Burger King's drive in will be at Sky Harbor. Mr. minDR02b.95 5 02/16/95 . . . Shuford asked the applicant to be sure parking surrounding the nursing home is in close approxi- mation to the home itself. All easements are to satisfaction. The fire hydrant will be moved to the same side as the Fire Department connection. There are only minor issues as far as the final site plan, and Mr. Shuford indicated in his opinion the applicant could now proceed with final design as soon as possible. Final site plans are due February 22, 1995, which will be reviewed by the City Commission on March 16, 1995, and it is understood that minor changes to site drawings will be taken care of administratively. No further major changes are anticipated.
