In order to provide continuity, the items will be listed in agenda order although not necessarily
discussed in that order.
ITEM 1 - The minutes of the January 12, 1995 meeting were approved as submitted.
ITEM 2 - Chic-Fil-A (PSP 95-03); located at Clearwater Center, SE corner of US 19 &
Enterprise Road. Applicant proposes to modify the previously approved site plan for the
Clearwater Center to allow and show a new 780 SF GFA Chic-Fil-A drive-thru restaurant with
appropriate revised parking, landscaping and drainage features replacing the existing bank drive-
thru facility.

The applicant or applicant's representative presented the site plan/plat and staff presented their
comments in writing. Staff specifically indicated the conditions below, and in the ensuing
discussion it was noted that the parking in the Florida Power easement is included to meet the
required parking for this center. The applicant agreed to consult the Traffic Engineer on all
handicapped spaces on the entire site. The percentage of green space and the yellow striping at
Enterprise and US Hwy 19 was questioned.
Mr. Hilton made a motion to approve the site plan subiect to the following conditions. The motion
was duly seconded and carried unanimously.
Planning & Development
1. Signs and fencing/walls are subject to separate review and permitting processes.
2. The requisite building permits must be procured within one (1) year from the date of
certification of the final site plan and all requisites certificates of occupancy must be obtained
within three (3) years of the date of certification of the site plan.

Prior to the issuance of a certificate of occupancy, the dumpster/compactor must be visually
screened, and gates must be provided with a minimum 12-foot clear opening to the front for
access by Sanitation trucks.
Prior to certification, the final site plan must be signed and sealed by a Professional
Engineer registered in the State of Florida.
Backflow prevention devices must be installed by the City with applicable fees being paid by
the owner.
The missing sections of sidewalk in the adjacent r.o. w. are to be constructed with this site
development. This is to include a sidewalk ramp to ADA standards up to the south edge
of Enterprise Road.

ITEM 3 - Bayside Nursing Pavilion (PSP 94-12); located at Bayview Gardens Morton Plant
Congregate Care Health Facility. Site plan revised per direction of January 5, 1995 DRC
meeting. A summary of changes made is included in the attached letter from the principal
engmeer.
The applicant or applicant's representative presented the site plan/plat and staff presented their
comments in writing. Staff specifically indicated the conditions below, and in the ensuing
discussion it was noted that this was an informal review; the plan has not had P&Z review or
receipt and referral by the City Commission as mandated by City Code. The applicant was
advised that fire water is metered and flow data may be required; the fire hydrant symbol and
FDC location was questioned. It was noted the rip-rap sea wall is non-conforming and the sea
wall must be removed. Parking is in excess of that which is required.
Mr. Hilton made a motion to continue final approval of Item 3 to the next DRC meeting, after the
City Commission has given approval and Planning and Zoning Board approves the conditional use.
The motion was duly seconded and carried unanimously.

A Pinellas County Public Health Unit Permit, Ingress/Egress and a 10 foot Utility Easement
over the proposed water mains up to and including meters, backflow prevention devices and
hydrants are required prior to the issuance of a Building Permit.
Backflow prevention devices must be installed by the City with applicable fees being paid by
the owner.
Prior to issuance of a building permit all required easements are to be submitted to the City
of Clearwater.

1. The plans are to show keep right signs on both sides of the islands.

ITEM 4 - Walgreens Drug Store (pSP 94-25); located at the southwest corner of Missouri Avenue
and Belleair Road. The applicant proposes to construct a 15,525 sq. ft. Walgreens Drug Store with
a two-lane drive through for prescription drop~off and pick-up, and an attached liquor store. The site
is located within the City and currently has a Barnett Bank building which is proposed to be razed
and replaced with this drug store. The property is owned by Barnett Bank and a plat will be required.
The applicant or applicant's representative presented the site plan/plat for Items 4 and 5, and staff
presented their comments in writing, specifically noting the conditions below. Mr. Hilton presented
a map and described the proposed project. The utility easement was questioned. In the ensuing
discussion it was noted that the billboard will be removed and cross access will have a separate set
of easements. The incorporation of a recycling dumpster was suggested; the applicant will contact
Solid Waste. The sidewalk on the NE side must be shown.

1. 4% of the purchase price or just value of open space fee is payable for Barnett Bank vacant
land.
ITEM 5- Barnett Bank (pSP 94-30); located at the SW corner of Missouri Avenue and Belleair
Road. The applicant has prepared a preliminary subdivision plat creating five lots for the
contiguously owned property of Barnett Bank of Pine lIas County. Barnett proposes to build a new
5,552 sq. ft. branch office building on Lot 1. Upon receiving a certificate of occupancy for the new
branch bank office, Barnett proposes to sell the existing bank site (lot 2) to the Walgreens Drug Store
franchise. Upon completion of the new Barnett Bank building (Lot 1), the Walgreens owner will then
raze the existing Barnett Bank and build the proposed 15,525 sq, ft. Walgreens Store. The subject
property is in the process of being rezoned from Commercial Center (CC) to General Commercial

and extending west to Greenwood Avenue. The applicant has prepared a preliminary subdivision plat

proposed to build a new 5,552 sq. ft. branch office building on Lot 1. Upon receiving a certificate
of occupancy for the new branch bank office, Barnett proposed to sell the existing bank site (Lot 2)

Staff presented their comments in writing and in the ensuing discussion it was noted that this item is
continued until after the City Commission receipt and referral process. The need to coordinate
Barnett/Walgreens plans was stressed.
Drawing dated 12/20/94 , just received, was discussed. Changes include a fire hydrant requested by
the Chief; template shown on the plan; island is provided for 21" oak tree; and changes to the
sidewalk as previously discussed. Mr. Maran will contact the County to determine if the sidewalk
is in County r.o.w. In the ensuing discussion it was noted a proposed hydrant indicated will be
moved to the south side of the property line. Pavement markings and stop bar will be shown; also,
two trees, an oak and an accent tree, will be shown on the plan. All sidewalk ramps are to meet ADA
standards.

The plat is to have language addressing cross access agreements between individual properties
and for private utilities crossing adjacent property.
The south driveway encroaches onto adjacent property to the south. An easement from the
adjacent property owner is required for the driveway encroachment.
The driveway at the NW comer has an apron in front of the adjacent property. The apron
cannot encroach in front of another site as it restricts the development of their site.

Parks and Recreation
1. Land use data is incomplete on this site plan and more information is needed. After
eliminating the site to be constructed with a Walgreen's Drug Store, it appears that
approximately 2.14 acres of undeveloped land will remain for the Barnett Bank building.
2. There will be an assessment fee of 2% for expansion.
ITEM 6 - Pace Tech; located at 510 North Garden Avenue. The applicant proposed to construct
a 7,370 sq. ft. building expansion with associated parking, stormwater and landscaping. Stormwater
drainage calculations and landscape plans have been submitted for review.
The applicant or applicant's representative presented the site plan/plat and staff presented their
comments in writing. Staff specifically indicated the conditions below, and in the ensuing discussion
it was noted the owner is committed to revitalization and expansion in this area. A special recycling
dumpster was recommended. It was noted ADA sidewalk ramping is required at the intersection of
Maple and Garden Streets. Employee parking, additional across-the-street parking and the need to
back out of the parking lot into Garden Street was questioned and a discussion of options ensued.
The absence of marking and striping was noted. It was suggested the applicant coordinate future

plans with Central Permitting staff and provide a master plan which addresses traffic maintenance for
DRC review.
Mr. Hilton made a motion to continue Item 6 to the March 16, 1995 DRC meeting. The motion was
duly seconded and carried unanimously.

Parks & Recreation
1. The applicant shall contact Parks & Recreation for the required recreation/open space
assessment fee, which shall be paid prior to certification.
ITEM 7 - Meador Property - Bayview; located at 2499 Gulf to Bay Blvd. The applicant proposes
to construct a 1,500 sq. ft. convenience store with gasoline fuel pumps with associated parking,
landscaping and stormwater detention area.
The applicant or applicant1s representative presented the site plan/plat and staff presented their
comments in writing. Staff specifically indicated the conditions below, and in the ensuing discussion
it was noted that the Environmental Advisory Board (EAB) by motion yesterday directed staff not
to consider final DRC review until the EAB has had the opportunity to discuss this application. In
the ensuing discussion staff suggested an additional separate drawing indicating existing conditions.
The relocation of one pump, the dumpster and flume were discussed. The applicant noted the
location of the new building was dictated by the location of existing trees; the two trees to be
removed are already unhealthy due to existing conditions. It was mentioned that the Historic
Preservation Board reviewed the plan on January 17, 1995 and voted unanimously to oppose the
proposal. A meeting with the City Engineer to change the existing driveway to make it safer was
suggested, and the possibility of expediting the project if site contamination and a possible remedial
action plan were speedily addressed.
It was agreed the item will be continued until after the EAB meeting on February 15, 1995, and staff
offered to distribute to the Board a revised drawing which would address their concerns prior to that
date.

that operation of the retention area will not increase the flow of contaminated groundwater
off site. This must be in the form of a Contamination Assessment Report and/or other equal
groundwater modeling analyses which verify that no off site impacts will occur.
