The Vice Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
4—Approval of Minutes
4.1. Approve the minutes of the April 21, 2015 Neighborhood and Affordable Housing
Advisory Board meeting as submitted in written summation.
Member Kemp moved to approve Item 4.1. The motion was duly seconded and carried
unanimously.
5—Citizens to be Heard re Items Not the Agenda: None.
6 — FY 2015/16 Annual Consolidated Plan Recommended Funding

Member Kemp declared a conflict of interest re Tampa Bay Community Development
Corporation and Community Service Foundation.
Housing Manager Michael Holmes thanked the TRC (Technical Review Committee) for ranking
the FY (Fiscal Year) 2015/16 Consolidated Action Plan applications. Public Facilities
applications can be approved because sufficient funds were carried forward from previous
years.
Mr. Holmes reviewed TRC recommendations. SHIP (State Housing Initiatives Partnership)
funds were estimated; the State budget was awaiting Legislative approval. The TRC did not
recommend funding The Local Community Housing Corporation; its application did not comply
with City strategies or HOME Investment Partnerships Program policies. The City Council
directed staff to rehabilitate homes in North Greenwood instead of constructing infill housing.
Economic Development& Housing Director Geri Campos Lopez said funding for
homeownership counseling was halved for FY 2015/16; the City was not on track to spend all
money set aside for FY 2014/15.

Member Hughes moved to recommend approval of TRC recommended FY 2015/16
Consolidated Action Plan allocations, Tess Tampa Bay Community Development Corporation
and Community Service Foundation. The motion was duly seconded and carried unanimously.
Member Cutkomp moved to recommend approval of TRC recommended FY 2015/16
Consolidated Action Plan allocations for Tampa Bay Community Development Corporation and
Community Service Foundation. The motion was duly seconded. Members Cutkomp, Hughes,
and Vice Chair Adelson voted "Aye "; Member Kemp abstained. Motion carried.
Mr. Holmes said following the public comment period, the Consolidated Plan will be presented
to the City Council in July for approval.
7 — NAHAB Board Attendance: Discussion
Mr. Holmes said meetings have had to be cancelled due to a lack of quorum. Staff will enforce City
Code Section 2.066 re member attendance: (1) Except as may otherwise be provided by law, or
when due to military related commitments, a member of any board may be removed by the city
manager for excessive absences. "Excessive absences" shall mean: (a) For a board which meets
monthly on a regular basis, more than four absences, excused or unexcused, in any consecutive 12-
month period.
In response to a request, Ms. Lopez said distributing agendas earlier may not always be possible;
however, staff will send early meeting reminders to members. It was recommended that reminders
include a request for members to contact staff if they cannot attend.
It was stated Florida permits board members to attend meetings via electronic media technology
only under extenuating circumstances. The City Attorney has opined that attendance by members
via electronic media technology is against City policy; Chambers is not equipped for electronic media
technology.
(State Statutes require a quorum to be physically present for all meetings.)

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies equally to members of advisory and non - advisory bodies who are presented with a voting
conflict of interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing the reverse side and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
inures to his or her special private gain or loss. Each elected or appointed local officer also is prohibited from knowingly voting on a mea-
sure which inures to the special gain or loss of a principal (other than a government agency) by whom he or she is retained (including the
parent organization or subsidiary of a corporate principal by which he or she is retained); to the special private gain or loss of a relative; or
to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or
163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited from voting in that
capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law,
mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you
are abstaining from voting; and
