The City Manager called the meeting to order at 12:00 noon at the Harborview Center.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.

The City Manager welcomed attendees. Bob Havlick, Innovation Group Staff, stated the May 12-15, 1999, Transforming Local Government ’99, to be held at Clearwater’s Harborview
Center, will be the first joint conference of the State and national groups. The conference will provide national exposure to the State and highlight Florida leadership. Registration
fees will not increase from last year. Contributions are needed.
ITEM #4 - Discussion of Program and Planning
a) FCCMA (Florida City & County Management Association)/Innovation Groups Agreement
Mr. Havlick reviewed the organization’s background. The conference will encourage interaction between large and small governments. In Colorado Springs, 3 or more members of approximately
50 government teams were in attendance. A cap of 800 attendees has been established for 1999. Copies of the Colorado Springs brochure and participant comments were distributed.
b) Program Design & Attendance
The interactive conference will feature at least 20 case studies. Unique stories are requested. A draft agenda for Wednesday - Saturday was distributed. Pre-conference workshops are
planned. Workshops will be directed toward both management and assistants. Peter Block and other consultants will provide major input to the conference.
The program needs immediate economic support. The City of Colorado Springs raised $75,000 to host the last conference. The Innovative Groups is not in charge of the Peter Block presentation
or social events.
c) Events
Tourism Director Jean Sherry introduced the City oversight team. The St. Petersburg/Clearwater Visitors Bureau also is involved in planning activities. Fun events such as a golf tournament,
outdoor reception at Coachman Park, dine-around, and a “Get Native” beach party are planned. Eight of 10 participating hotels are offering per diem rates. The Sheraton Sand Key will
host the FCCMA meetings and the Belleview Biltmore also will host some events. Trolley service will be provided. Spouse and extended stay programs are planned. An accommodations booklet
will be published for attendees to make hotel reservations. The City welcomes volunteers. While Colorado Springs had 150 City volunteers, the 1999 conference will need more.
d) Local Fund Raising

The City Manager emphasized the need to raise local funds and services. He requested managers in Pinellas, Hillsborough, and Sarasota counties to pledge assistance for this important
opportunity. A list of sponsorship and donation opportunities was distributed. The conference will increase area business and fill hotel rooms. The largest donation to Colorado Springs
was $5,000. Mr. Havlick said most contributions range between $500 to $1,500. He knew of a company that will sponsor the Peter Block Reception and Dinner. It is important to
coordinate fundraising efforts so more than one representative does not approach the same corporation. Sponsors can exhibit products on the Harborview Center’s first floor. The City
Manager said the conference will provide the area an opportunity to shine. He encouraged commitments. Anita Treiser stated the City of St. Petersburg will participate with an in-kind
or cash contribution. Pinellas County Administrator Fred Marquis said the County will sponsor the Awards Luncheon.
It was recommended State representatives identify corporations which may contribute. It was stated the Chambers of Commerce could provide input and help raise money. Mr. Havlick suggested
some companies may wish to exhibit educational displays. Companies seeking local government business may participate. In response to a suggestion, Ms. Sherry said the conference brochure
will be available by September for distribution at the Florida League of Cities meeting.
Concern was expressed that fund-raising efforts not overlap. It was recommended a strategy first be established. Colorado Springs had created a collective list of companies before
identifying who should approach a company and the best contact person. In response to a question, the City Manager said the City has budgeted to send 25 participants to the conference.
It was requested attendees forward recommendations for corporate sponsorship to the City and identify their government’s donation opportunities.
