Sullivan - Board Reporter 1. Call To Order The Vice Chair called the meeting to order at 2:24 p.m. 2. Approval of Minutes 2.1 Approval of Minutes of December 18, 2014 Member Menaul moved to approve minutes of December 18, 2014 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. Ayes: 4 - Vice Chair Stralow, Board Member Powers, Board Member Cunningham and Board Member Menaul 3. Citizens to be Heard Regarding Items Not on the Agenda: None 4. New Business Items 4.1 Fire Station 45 Update Recreation Specialist Christopher Hubbard said the Fire Station 45 Public Art project will be reviewed in April re maintenance, scale of art in the space, and improvements to visibility, which may require an outside component. Dedication ceremony scheduled for November 15, 2015. 4.2 Middens Update Mr. Hubbard said the Public Art discretionary fund audit eliminated previous encumbrances, the fund now totals $119,361. Mr. Hubbard said the Middens sculpture will be installed April 2— 9, with completion targeted for May 1, 2015. Additional creation and storage costs and expenses related to the length of the project, mound construction, an additional sidewalk, subgrade electrical installation, utility line replacements, engineering, drainage, and landscaping increased the project's budget by$23,752, which was supplemented by approximately$10,000 from other project funds. Mr. Hubbard requested the board approve an additional $13,000 from the Public Art Page 2 City of Clearwater Public Art and Design Board Meeting Minutes March 12, 2015 discretionary fund to complete the project. Member Powers moved to approve transferring $13,000 from the Public Art discretionary fund to the Middens project. The motion was duly seconded and carried unanimously. Ayes: 4 - Vice Chair Stralow, Board Member Powers, Board Member Cunningham and Board Member Menaul 4.3 Countryside Library update Mr. Hubbard said $50,000 was budgeted for the Countryside Library's Public Art Project, a geometric terrazzo floor that was enlarged to cover the entire entrance, vestibule, and restroom hallway. Artist Joan Weisman's design incorporates elements and colors from the library's design palette. High terrazzo costs are responsible for a $6,092 project shortfall, which was offset by remaining contingency funds, Ms. Weisman was discussing less expensive terrazzo with the vendor. Mr. Hubbard requested the board approve an additional $3,640 from the Public Art discretionary fund to complete the project and apologized for this after the fact request. Efforts were made to curb construction costs. Without additional funds, the scope of the art project will be reduced. Discussion ensued with comments that the Board wanted an impactful, quality project. Concern was expressed the 11.5% budget increase was significant. It was felt that costs should be controlled. Mr. Hubbard said the size of the project had been expanded. He suggested the Board approve the funds as a contingency rather than as part of the project budget. Member Powers moved to transfer $3,640 from the Public Art discretionary fund as a contingency for the Countryside Library's Public Art Project, to be used only if necessary. The motion was duly seconded and carried unanimously. Ayes: 4 - Vice Chair Stralow, Board Member Powers, Board Member Cunningham and Board Member Menaul 4.4 Mural Program update Mr. Hubbard said to meet the vision of Clearwater's cultural plan, staff hoped to adopt 1 or 2 projects per year. St. Petersburg's mural program has exploded. It features a range of styles and requires letters of support from adjacent neighbors. Atlanta's program has not been approved and is in court re censorship issues. During the next six months, staff will research mural guidelines and develop a middle of the road program. Staff will seek City Council opinion re an approval mechanism. The program's intent will be to expand cultural offerings and empower citizens to decorate and Page 3 City of Clearwater Public Art and Design Board Meeting Minutes March 12, 2015 contribute to the arts community. A program needs to be accessible and affordable. Discussion ensued with a comment that the program needs to be permissive and a recommendation that a pro mural alliance needs to be formed. It was questioned if the ULI (Urban Land Institute) study or Charter Review Committee addressed murals. Mr. Hubbard said a funding source to install and maintain ULI recommended lighting on the Memorial Causeway Bridge has not been identified. The Charter does not address murals. In response to a comment, Mr. Hubbard said murals now are permitted based on submission of a letter of interest and a sketch, as long as the subject matter is not blatant advertising. The City is not overwhelmed with requests. Discussion ensued re recommended mural requirements, such as providing information to mural originators re durable paints and UV coatings, upkeep, identifying party responsible for mural maintenance, and factors to be used when judging maintenance issues and determining necessary corrections. 4.5 Private Development update Mr. Hubbard reported BayCare Health System is adding a second building to their corporate offices on Drew Street and has partnered with the Clearwater Arts Alliance to choose an artist for the campus'second public art piece. The Clearwater Arts Alliance has offered to speak to private developers to encourage Public Art. The City can offer use of its Call to Artists program for private developers'Public Art projects. It was recommended that the City offer incentives to encourage private developers to fund Public Art, and provide a working list of Public Art benefits to developers, such as improved neighborhoods. 4.6 Sculpture360 Season 7 update Mr. Hubbard said previous seasons of Sculpture360, funded by the Public Art discretionary fund, had positive responses. The discretionary fund has only enough money to fund about 9 more seasons. The program was not extended to the second and third phase of the Cleveland Streetscape project. Leftover funds from the streetscape project can be invested in future Sculpture360 seasons. It was suggested that decision be delayed until a downtown plan is formalized. Support was expressed for funding Sculpture360 from streetscape project funds rather than depleting the discretionary fund. 4.7 Florida Association of Public Art Professionals conference Page 4 City of Clearwater Public Art and Design Board Meeting Minutes March 12, 2015 Mr. Hubbard said the Florida Association of Public Art Professionals annual conference is in late April. This is his third year serving as the association's president. His goal is to establish a digital archive. He will report on the conference in June. 4.8 Election of Officers Member Cunningham moved to reappoint Alex Plisko as Chair and Neale Stralow as Vice Chair. The motion was duly seconded and carried unanimously. Ayes: 4 - Vice Chair Stralow, Board Member Powers, Board Member Cunningham and Board Member Menaul 5. Director's Report: None. 6.
