To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve the minutes of the February 13. 2007 Pension Trustees meetinq as submitted in written summation bY the City Clerk. Trustee Petersen moved to approve the minutes of the February 13, 2007 Pension Trustees meeting as recorded and submitted in written summation by the City Clerk to each Trustee. The motion was duly seconded and carried unanimously. 3. Pension Trustees Items: 3.1. Accept listed employees into membership in the City of Clearwater's Employees' Pension Plan. Trustee Doran moved to accept the listed employees into membership in the City of Clearwater's Employees' Pension Plan. The motion was duly seconded and carried unanimously. 3.2. Larry Akins. General Services/Solid Waste Department: Willie Flovd. General Services/Solid Waste Department: Joan Wriaht. Police Department: Ronald Willms. Fire Department. Kenneth Schmitt. Fire Department: Mark Whitham. Police Department. and Kevin Bliah. Police Department. be aranted reaular pensions under Section(s) 2.393 and 2.397 of the Emplovees' Pension Plan as approved bv the Pension Advisory Committee. Larry Akins, Solid Waste Supervisor I, General Services/Solid Waste Department, was employed by the City on February 14,1977, and his pension service credit is effective on that date. His pension will be effective March 1,2007. Based on an average salary of approximately $51,018 per year over the past five years, the formula for computing regular pensions, and Mr. Akins' selection of the 100% Joint & Survivor Annuity, this pension will approximate $41,489 annually. Willie Floyd, Solid Waste Worker, General Services/Solid Waste Department, was employed by the City on March 15, 1977, and his pension service credit is effective on that date. His pension will be effective April 1 ,2007. Based on an average salary of approximately $32,171 per year over the past five years, the formula for computing regular pensions, and Mr. Floyd's selection of the Joint & Survivor Annuity, this pension will approximate $26,541 annually. Joan Wright, Police Communications Operator, Police Department, was employed by the City on November 30, 1981, and her pension service credit is effective on July 12, 1993. Her pension will be effective May 1,2007. Based on an average salary of approximately $51,865 per year over the past five years, the formula for computing regular pensions, and Ms. Wright's selection of the Joint & Survivor Annuity, this pension will approximate $19,627 annually. Ronald Willms, Fire Lieutenant, Fire Department, was employed by the City on January 6, 1986, and his pension service credit is effective on that date. His pension will be effective March 1, 2007. Based on an average salary of approximately $67,805 per year over the past Pension Trustees 2007-03-13 2 five years, the formula for computing regular pensions, and Mr. Willms' selection of the 100% Joint & Survivor Annuity, this pension will approximate $38,961 annually. Kenneth Schmitt, Firefighter Driver/Operator, Fire Department, was employed by the City on August 2, 1982, and his pension service credit is effective on that date. His pension will be effective February 1, 2007. Based on an average salary of approximately $62,605 per year over the past five years, the formula for computing regular pensions, and Mr. Schmitt's selection of the 100% Joint & Survivor Annuity, this pension will approximate $41,416 annually. Mark Whitham, Police Officer, Police Department, was employed by the City on December 15, 1986, and his pension service credit is effective on that date. His pension will be effective February 1, 2007. Based on an average salary of approximately $50,750 per year over the past five years, the formula for computing regular pensions, and Mr. Whitham's selection of the Life Annuity, this pension will approximate $29,646 annually. Kevin Bligh, Police Officer, Police Department, was employed by the City on October 5, 1992, and his pension service credit is effective on that date. His pension will be effective July 1,2007. Based on an average salary of approximately $54,391 per year over the past five years, the formula for computing regular pensions, and Mr. Bligh's selection of the Life Annuity, this pension will approximate $23,654 annually. These pensions were approved by the Pension Advisory Committee on February 8, 2007. Section 2.393 provides for normal retirement eligibility when a participant has reached age 55 and completed twenty years of credited service, has completed thirty years of credited service, or has reached age 65 and completed ten years of credited service. Section 2.393 also provides for normal retirement eligibility when a participant has completed twenty years of credited service or has reached age 55 and completed ten years of credited service in a type of employment described as "hazardous duty" and further defines service as a Fire Lieutenant, Firefighter Driver/Operator, and Police Officer as meeting the hazardous duty criteria. Mr. Akins and Mr. Floyd qualify under the age 55 and 30 years of service criteria. Ms. Wright qualifies under the age 65 and ten years of service criteria. Mr. Willms, Mr. Schmitt, Mr. Whitham, and Mr. Bligh qualify under the hazardous duty criteria. Trustee Johnson moved to grant Larry Akins, General Services/Solid Waste Department; Willie Floyd, General Services/Solid Waste Department; Joan Wright, Police Department; Ronald Willms, Fire Department, Kenneth Schmitt, Fire Department; Mark Whitham, Police Department, and Kevin Bligh, Police Department, be granted regular pensions under Section(s) 2.393 and 2.397 of the Employees' Pension Plan as approved by the Pension Advisory Committee. The motion was duly seconded and carried unanimously. 3.3 Mashid Arasteh. Enoineerinq Department; Ann Scheffer. Library Department; and Linda McPherson. Finance Department. be allowed to vest their pensions under Section(s) 2.397 and 2.398 of the Emplovees' Pension Plan as approved bv the Pension Advisory Committee. Mashid Arasteh, Public Works Administrator, Engineering Department, was employed by the City on September 30, 1996, and began participating in the Pension Plan on that date. Ms. Arasteh terminated from City employment on February 1, 2007. Pension Trustees 2007-03-13 3 Ann Scheffer, Librarian III, Library Department, was employed by the City on December 7, 1992, and began participating in the Pension Plan on that date. Ms. Scheffer terminated from City employment on February 28,2007. Linda McPherson, Finance Department, was employed by the City on January 8, 1996, and began participating in the Pension Plan on that date. Ms. McPherson converted to part- time on January 7, 2007. The Employees' Pension Plan provides that should an employee cease to be an employee of the City of Clearwater after completing ten or more years of creditable service (pension participation), such employee shall acquire a vested interest in the retirement benefits. Vested pension payments commence on the first of the month following the month in which the employee normally would have been eligible for retirement. Section 2.393 (p) provides for normal retirement eligibility when a participant has reached age 55 and completed twenty years of credited service, has completed 30 years of credited service, or has reached age 65 and completed ten years of credited service. Ms. Arasteh would have completed at least 20 years of service and reached age 55 on September 30, 2016. Her pension will be effective October 1, 2016. Ms. Scheffer would have completed at least 20 years of service and reached age 55 on December 7, 2012. Her pension will be effective January 1, 2013. Ms. McPherson would have completed at least ten years of service and reached age 65 on September 25,2014. Her pension will be effective October 1, 2014. These pensions were approved by the Pension Advisory Committee on February 8,2007. Trustee Jonson moved that Mahshid Arasteh, Engineering Department, Ann Scheffer, Library Department, and Linda McPherson, Finance Department, be allowed to vest their pensions under Section(s) 2.397 and 2.398 of the Employees' Pension Plan as approved by the Pension Advisory Committee.
