AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER May 3, 2006 Present: Tom Calhoun James Hess Dennis Roper David Spaulding Norma Carlough Chair Vice-Chair Board Member Board Member Board Member Also Present: Bryan Ruff William Morris Gordon Wills Brenda Moses Assistant City Attorney Marine & Aviation Director Airport Operations Manager Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 - Approval of Minutes FBO (Fixed-Base Operator) representative Barbara Cooper reported all 47 T-hangars are occupied, with 120 names on the waiting list, and all 40 shade hangars are fully occupied, with 6 names on the waiting list. Most hardstands are occupied. Half of the grass stands are rented. The corporate hangars are fully rented. She said March and April were big months for the airpark. 4 - Old Business FBO Building Status Airport Operations Manager Gordon Wills exhibited renditions of the new FBO building and said the old one was demolished and a large oak tree saved. The irrigation system has expanded and new sod put in place where the former building stood. Bollards will protect the front of the new building from vehicles. Additional landscaping is planned. The awning over the deck facing the runway should be completed within two weeks. Later this week, security cameras will be re-installed. Staff will forward reimbursement requests to FDOT (Florida Department of Transportation) when work is completed at the end of May. In response to a question, Mr. Wills said no additional language will be added to the "Clearwater" sign on the FBO building. Staff will research suggestions to add an airplane . swoop graphic. Airpark Advisory 2006-05-03 1 . . . Member Roper moved to recommend that a blue aircraft swoop graphic be added to the FBO building sign. The motion was duly seconded and carried unanimously. Neighborhood Day Mr. Wills said June 24, 2006, appears to be the best date for Neighborhood Day. Ms. Cooper reported that two helicopters offering rides are planned. Mr. Wills hoped some local personalities will attend. Emergency Management Director Bill Vola will present hurricane preparedness information. Model airplane flying, prohibited at the airpark, could be arranged during this event. No parachutists are planned. Also planned are a moonwalk for kids, a K-9 demonstration, a radio station with live remote, Bayflight, the Sheriff helicopter, a Coast Guard helicopter (flight schedule permitting), and a petting zoo. One board member offered to arrange for professional motorcycle stunt riders. That suggestion was discussed but declined due to various other activities planned. The Police and CAP (Civil Air Patrol) will assist with traffic and parking. Staff will clear all exhibitions with the Legal Department to avoid liability problems. A brief discussion ensued with recommendations that the exhibitions be geared to aircraft, that NOAA research aircraft be considered, and that a C130 aircraft be displayed. It was noted airpark runways are not rated for that airplane's weight. Consensus was to schedule Neighborhood Day/Open House on June 24, 2006, between 10:00 a.m. and 3:00 p.m. Chris Fiore. airpark tenant and Experimental Aircraft Association member, offered to participate in Neighborhood Day/Open House. He will coordinate with staff. Mr. Wills said the event will be advertised via newspaper, flyers, the City's website, and C-View. It was suggested that the event be advertised on a sign displayed on the airpark's fence, and on City informational signs during the weeks leading up to the event. Other In response to a question, Mr. Wills reported language in the financial statements should read "Personnel," not "Persona!." Preliminary budgets for the airport and marina have been submitted. Information provided to the board was extracted from that budget. Name Change for Airpark Information was requested regarding the board's suggestion to change the airpark's name to Clearwater Community Airport. Marine & Aviation Director William Morris said the airpark's focus is to be neighborhood friendly and encourage community interaction, and felt adding "Community" to the airpark's name would be appropriate. It was suggested that "community airport" is more appropriate. Member Roper moved for Mr. Morris to present to the City Council the board's recommendation to change the airpark's name to "Clearwater Community Airport." The motion was duly seconded and carried unanimously. Airpark Advisory 2006-05-03 2 . . . In response to a question, Mr. Wills said staff needed time to canvass the neighborhood regarding the recommendation before presenting the suggestion to the Council. Ellen Hess recommended that the City's website include historical information regarding the airpark. She reported the community did not respond to the proposed name change due to miscommunications. She recommended that the board meet monthly to avoid future problems. 5 - New Business Ground Enhancements See Item 4 on page one. Other It was questioned if the airpark's role as a staging area for rescue and recovery should be publicized during hurricane preparedness training. Mr. Wills said Mr. Vola could provide information regarding the airpark's role at the Neighborhood Day event. Suggestions were made to erect a historical marker or billboard inside the front gate to commemorate the airpark's founding date, its history, elevation, enhancements, capacity, community role, etc. and that an Airport Citizen of the Year Award be implemented to recognize citizen contributions to the airpark. Member Roper moved that the board recommend that the FBO meet with Mr. Wills and Mr. Morris to compile historical background of the airpark, and approach the City regarding a historical marker. The motion was duly seconded and carried unanimously. It was suggested that criteria be established before recommending the establishment of an Airport Citizen of the Year Award program. Member Hess offered to compile information and suggested criteria regarding an award program. Ms. Cooper reported a request to display a plaque in memory to a resident's husband, a long-term airpark tenant.
