PARKS & RECREATION BOARD MEETING MINUTES
CITY OF CLEARWATER
November 28, 2006

The Vice-Chair called the meeting to order at 6:40 p.m. at the Long Center.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2 - Approval of Minutes - October 24. 2006
No quorum.
3 - Old Business -
a) Capital Projects Update - Ms. Leonard reviewed the Capital Improvement Projects report:
· Joe DiMaggio Sports Complex - developing contract document for BO Management.
Continue working with USA Partners and Clearwater Collection Shopping Center. Finalizing
cost on new P&R Administration offices.
· Morningside Recreation Complex -Mr. Dunbar is meeting with City Clerk on December 6 for
approval to bring a Federal Lobbyist on board to assist with this project. Currently secured $3
million of the $6 million to build facility.
· Office on Aging - Ms. Kimball has been doing a wonderful job with the program. Continues to
complete project surveys and assessments for Elder Affairs.
· Turtle Creek Park - plans continue to acquire a total of 130-acres of natural land surrounding
this park and design equestrian, bike and walking trails. Business plans for Equestrian
stables complete.
· Countryside Community Park restrooms/concession building - FRDAP grant available to fund
the building of restrooms only. Working on securing additional funding to redesign
playground, fitness and picnic area.
· Ross Norton, Phase III - Phase III new playground, installation of grass parking driveway and
installation of grass parking has not yet gone to bid thus delaying construction until the first
quarter of 2007.
· E. C. Moore 8 & 9 Batting tunnels - work should be completed by end of December 2006.
· Crest Lake Park - landscape planting complete except for trees that should be planted
Dec.lJan. Working out details on fourth dog run.
· Doggie Days Parking Lot - in process of obtaining various permits for construction.
Scheduled to go out to bid in December 2006.
. Bayview Park - completed.
. Glen Oaks Park - Ribbon cutting is scheduled for November 30 at 5:30 p.m.

. Clearwater East-West Trail - realigning part of the trail between Long Center and Bright
House Networks Field. Dedication ceremony to rename trail to Ream Wilson Clearwater Trail
will take place in Del Oro Park on December 11. Invitations are being sent out.
. Mandalay Channel - redesigning bike/pedestrian bridge with construction scheduled to start
by the beginning of next year.
. Adopt a Park - there are 11 Adopt a Park partners to date. Volunteer coordinators are
working on Master Plan to determine needs and performance measures for next 5 years.
. Department marketing/advertising plan - creating a department wide system to market and
advertise offerings and facilities.
. Clearwater Recreation Center Expansion - adding an additional 2,000 square feet to facilitate
moving beach branch library, plus renovations.
. North Greenwood Fence - looking a more viable options and cost for new fence.
. Other - updates on additional ongoing project are part of this report and submitted to
members.
b) Upcoming Recreation Events - The Clearwater Parks & Recreation Calendar for December 2006
was distributed to members. Members are encouraged to attend the Ream Wilson Clearwater
Trail dedication at Del Oro Park on December 11 at 11 :30am
4 - New Business
a) Election of Officers - tabled until January 23, 2007 meeting.
b) 2007 Meeting Calendar - the new 2007 Parks and Recreation meeting calendar was distributed
to members.
c) City Budget - Council continues to evaluate the City budget and welcome feedback from board
members.
5 - Adiournment
Members adjourned at 7:10p.m.
The next meeting will be held January 23, 2007 at The Long Center.
