Assistant Director, Engineering Staff Assistant Absent: Jim Appelt Tom Fletcher Allen Weatherilt Chair Vice Chair Board Member Mr. Dunbar called the meeting to order at 6:40p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #2 - Welcome new Board Member - Mr. Dunbar welcomed Mr. Brooks Hammac to the Parks & Recreation Board. Mr. Hammac previously served on the Beautification Committee. Mr. Hammac is a long- time resident of Clearwater and active in the community. ITEM #3 - Speaker: Al Carrier. Assistant Director - Engineering - Mr. Carrier spoke of the Engineering Department's responsible for project management for various elements of the City's Capital Improvement Program, as well as, its partnership with Parks & Recreation. The stormwater program consists of the planning, design, and development of stormwater studies and projects for: (1) water quality purposes; (2) habitat restoration purposes; (3) flood control and drainage purposes; and (4) erosion/sedimentation control purposes, to meet City and State required levels of service. The Prospect Park project developed an existing pond and enlarged it to create a 3.8 acre lake with approximately one half acre of surrounding parkland. The lake provides flood protection and storm water treatment. for approximately 109 acres of contributory drainage area using a. combination of chemical (alum injection), physical (settling) and biological (aquatic planting) processes. Also, by putting in 6x8 box culvert down the center of Myrtle Avenue out to Jones Street it helped to reduce flooding at businesses and homes in the area. With the help of Parks & Recreation a gazebo, waterfalls and benches were provided to enhance the appearance of the park. Kapok Park was a thirty-seven acre of wetlands. In the 1960's, a developer came in and filled in the land and put in 230 mobile homes. Over the years the park has endured major flooding issues. The City secured a $20 million commitment to relocate residences, restore wetlands, trails, boardwalks, bridges and a small parking facility. It also included relocation of sanitary sewer and water transmission main, flood improvements upstream and provides a connector to the East-West Trail system. Kapok Park now not only provides stormwater retention and natural pollutant filtering, but also serves as a scenic treasure for citizens to enjoy. Parks & Recreation 2006-5-22 . Glen Oaks - This project entailed conversion of almost the entire parcel into a multi-purpose flood detention, stormwater treatment, wildlife habitat and recreational facility. The ponds provide water quality treatment for 1243 acres that drain directly to Stevenson Creek at the Glen Oaks parcel. The benefits of this project included: elimination of the primary ranked flooding problem, comprehensive watershed management plan for Alligator Creek, elimination of the primary factor for the upstream flooding conditions between Fairwood Avenue and U.S. 19, and attenuation of peak flow rate in the downstream channel. Additional benefits to this project are the infusion of a recreational facility to include multi-purpose fields, a trailhead, pedestrian walks, picnic area and restroom facilities. Lake Bellevue Stormwater Project - future plans are to recreate wetlands at the existing lake by approximately 5 acres, increase capacity of conveyance culverts and redesign stormwater collection system along Lakeview Road. This project will also include recreational elements, such as a bicycle/walking path along the lake, which will hook up to the Pinellas Trail. ITEM #4 - Approval of Minutes of Parks and Recreation Board Meeting of April 24, 2006 - No quorum. . ITEM #5 - Old Business - a) Capital Projects Update - Mr. Dunbar explained the Capital Improvement Projects report and reviewed updates on the following projects: · Ross Norton Pool Renovations - Aquatic renovations completed and a grand opening ceremony was held May 17. The new public art sculpture "Risk" was dedicated. · Long Center - Renovations will be completed by Friday, May 26. The pools will be painted by July 15. The old playground has been removed and plans to have the new Limitless Playground up and operational by July 31. · Recreation Trail - Mandalay Bridge: Reviewing plans and funding options. · Myron A. Smith Bayview Park - Looking for Council award at June meeting. Plan specifications will be going to public bid. b) Upcoming Recreation Events - The Clearwater Parks & Recreation Calendar was distributed to members. Mr. Dunbar mentioned the annual Fun & Sun Festival was a huge success. Mr. Wade wished to go on record complimenting Mr. Terry Schmidt, Special Events Manager for his outstanding work. Mr. Dunbar mentioned upcoming plans for July 4th weekend. On July 2 & 3, we will feature concerts by national recording artists. On July 4, celebrate independence with a patriotic concert featuring John & Mary K. Wilson with the Mostly Pops Orchestra. Fireworks will be displayed. c) 2006 Meeting Calendar - Mr. Wade requested a discussion about changing the meeting night of the Parks & Recreation Board in order to secure better attendance. Mr. Dunbar mentioned Mr. Appelt advised him that he has a conflict with meeting on Monday evenings. Mr. Dunbar asked members if moving the meetings to 6:30pm every 4th Tuesday of each month would be acceptable to them. Members in attendance voiced their approval. Ms. Beall will email members not in attendance for their approval and contact City Clerk's Office with the proposed change. . ITEM #6 - New Business - Bright House Networks Field and the City of Clearwater are in partnership to create a series of commercials for a "Say Yes" program. Local business and citizens will be invited to donate $250 each toward making sure kids with limited resources can participate in Clearwater programs. A host of celebrities have committed to emceeing the commercials. Bright House has agreed to run the spots during their programming. Mr. Dunbar future aspiration is to create a college scholarship program to benefit those children who showed outstanding participation in Clearwater programs. Parks & Recreation 2006-5-22 2 .
